Energy poverty is a problem that affects all member states of the European Union to a varying degree, including Poland, where about 9% of the population is at risk of energy poverty. The article aims to show the changes in energy poverty in Poland in 2010–2018. The specific goal, however, is to evaluate government measures aimed at reducing energy poverty through investments based on renewable energy sources. To present changes in the level of energy poverty in 2010–2018, the authors proposed a new synthetic measure that unifies several different measures used by researchers and allows for a comprehensive assessment of this phenomenon. The conducted research showed that in 2010–2018 there was a slow but visible decrease in the level of energy poverty in Poland. In addition, the article indicates investments in renewable energy sources that may have a positive impact on reducing the scale of energy poverty in Poland. The programs implemented with national and EU public funds, which finance investments in renewable energy sources in Poland, are also presented.

Eliminating energy poverty is helpful to get rid of the vicious circle between the lack of adequate and affordable energy services and low income in rural areas. We deconstruct energy poverty into extensive energy poverty and intensive energy poverty and analyze the net effect and its heterogeneity of energy poverty on rural labor wages with micrometric methods, as well as further investigate the impact mechanism from education effect and health effect. The results show that both extensive energy poverty and intensive energy poverty have a significant negative effect on the wages of rural workers, and the marginal effect of extensive energy poverty on the wages of rural workers is lower than that of intensive energy poverty. In addition, the net effect of energy poverty on the wages of rural workers shows labor heterogeneity and regional heterogeneity, and the inhibition effect to low skilled workers and workers with middle wage and in the Western region is the most obvious. Furthermore, energy poverty will limit the access of rural workers to education and damage their health, and then inhibit their productivity and wage. Our results suggest that enhancing the accessibility of energy consumption in rural areas and reducing the incidence of energy poverty are critically essential, and the implementation and optimization of energy poverty alleviation policy should give full consideration to labor force heterogeneity and regional heterogeneity.

Energy poverty has negative impacts on the residents' life from various aspects. A comprehensive understanding of these impacts is the top priority in energy poverty governance. Previous qualitative studies have shown that energy poverty has the potential to negatively impact the individual development of residents through multiple pathways. However, few scholars have explored this issue from a quantitative perspective. To fill the gaps in existing research, this study aims to examine the impact of energy poverty on individual development and explore the serial mediating effects of learning behavior and health condition in the relationship. A total of 2289 valid samples are obtained from the dataset of Chinese General Social Survey (CGSS). SPSS 26.0 and PROCESS 3.5 are used to conduct serial mediating effects analysis. The results show that energy poverty can significantly negatively impact the individual development of residents. Learning behavior and health condition are found to independently or serially mediate the relationship between energy poverty and individual development. Health condition has the stronger mediating effect, whereas the mediating effect of learning behavior is weaker. This study may contribute to a better understanding of the consequences of energy poverty in government and academia.
