Building on ethnographic research and on studies of noncitizenship, this paper examines 'excluded belonging', a condition that is constructed over time, through a process of interactions between noncitizens and migratory assemblages. Noncitizens respond to the shifting parameters of inclusion and exclusion in their everyday lives in their attempts to construct a substantive sense of belonging that is often fleeting, fragile and ever challenged. Maintaining this condition entails work, learning, struggles and strategising by noncitizens within spaces of exclusion and with institutional actors who deny them rights and also assist them. Ethnographic research in Hong Kong (2010, among women migrant workers whose pathways shift as they become mothers, overstayers, nonrefoulement (asylum) claimants and rejected refugees, illustrates the lived paradox of excluded belonging, as illustrated by the challenges they face in relation to acquiring food, shelter and children's education while facing increasing migratory exclusion and the growing threat of deportation.

This article offers a review of the literature on transnational labor regimes and statelessness to pursue further theorization from East and Southeast Asian contexts. The main focus is on how local norms (local sense of belonging, local moral code, and local hierarchies) are entangled with national-level citizenship regimes to legitimate the discrimination of certain people to be statelessness and secure lowwage migrant workers for the new global labor regime. First, traditional literature on citizenship and statelessness was reviewed; binary theoretical frameworks (including citizens/ excluding non-citizens) based on political recognition were indicated as the main limitations. Second, recent theories arguing for an intersection between national citizenship regimes and a new global labor regime were reviewed. Third, recent theories that illuminate the importance of local contexts in determining citizens' rights were reviewed based on formal exclusion and informal inclusion as well as formal inclusion and informal exclusion. Finally, it was concluded that further theorization is needed on how citizenship regimes and local norms intersect to produce statelessness, securing low-wage migrant workers for the global labor regime through the global assemblages approach. Challenges to birth registration for children whose parents migrate transnationally for work have been inadequately investigated. Often a prerequisite to accessing state resources such as education and child protection, birth registration may meaningfully indicate a family's capacities to provide for children's well‐being. A multimethod qualitative study in 4 high‐migration communities in East Lombok, Indonesia, explored the strategic actions migrant parents take regarding birth registration. Families register children based on priorities, capacities, understanding of entitlements, and labyrinthine application processes. Three case studies describe the strategic actions families take with regards to registration to allow some measure of control over their children's well‐being: prioritising documents for adult migration; strictly conforming to registration requirements; and relying on false documentation. Findings suggest that parents' strategic actions result in limited family success in the context of weak state initiatives to link birth registration to valued resources for children and families.
