Are New Urban Forms Emerging? Empirical Tests for Canadian Urban Areas

Abstract: Frequent reference is made in the urban literature to a recent and massive restructuring of the form of contemporary cities. This paper tests five separate but related hypotheses concerning the outcomes of this process and whether they suggest the emergence of new urban forms. The analysis builds on the results reported in an earlier paper in this journal using data on the changing intraurban properties of the 27 largest urban areas in Canada. The empirical results confirm the hypotheses of a continued decentr… Show more

“…For present purposes, we have narrowed our focus to large Canadian metropolitan areas, citing Bourne (1989) and others (eg Bourne and Simmons, 2003;Bunting et al, 2002) as authoritative sources. From this purposively narrow geographic frame of reference, we adopt the Toronto CMA, Canada's largest metropolitan region (4.7 million inhabitants in 2001), as our empirical exemplar.…”

“…Thus Goldberg and Mercer (1986) relied heavily on results from density-gradient analysis to argue that a distinctly higher density, more compact form characterizes Canadian, in comparison with US, metropolitan areas. Likewise, Bourne (1989) used density profiles to support his claim that by the last decades of the 20th century, Canadian metropolitan areas had not succumbed to pervasive forces of decentralization but had remained centralized with high-density cores. Skaburskis (1989), in turn, was able to show that larger metropolitan areas, like Vancouver, registered elevated densities in suburban zones when the scale of demand produced higher density housing and stronger planning initiatives were targeted towards controlling outward growth.…”
