Ar socialinės išmokos mažina gyventojų skurdą? Poveikio lyginamoji analizė senosiose ir Rytų Europos šalyse

 Straipsnyje pateiktas socialinių išmokų poveikio skurdui mažinti dviejose ES šalių (senųjų ir Rytų Europos) grupėse tyrimas. Skurdžiausiai gyvenančių gyventojų dalies pokyčiams įvertinti buvo sudaryti panelinių duomenų regresinės analizės modeliai, į kuriuos buvo įtraukti tokie veiksniai, kaip antai gyventojų pajamos, socialinės apsaugos išmokos, darbo rinkos aktyvumas, gyventojų įsiskolinimų ir pajamų santykis, ilgalaikis nedarbas, gyventojų išsilavinimo lygis. Tyrimo rezultatai atskleidė esminius socialinės paramos poveikio gyventojų skurdui skirtumus: senosiose ES šalyse testuojamos socialinės paramos augimas mažina skurdžiausiai gyvenančių žmonių dalį; Rytų Europos šalyse, kurioms būdingas liberalesnis arba „likutinės“ gerovės modelis, skurdžiausiai gyvenančių gyventojų dalies pokyčius lemia cikliniai ekonominės raidos svyravimai ir ilgalaikio nedarbo pokyčiai. Svarbiausias veiksnys mažinant skurdą išlieka ilgalaikio nedarbo mažinimas. Testuojamoji socialinė parama jose nėra tokia veiksminga kaip senosiose ES šalyse.
