State authorities may influence the development of seaports by employing the tools of national maritime policy. On the one hand, seaports contribute to the socioeconomic development of coastal regions; on the other, they have a significant impact on foreign trade turnover. The aim of this study is to identify the major factors that have influenced the development of Poland’s seaports in the context of the country’s maritime policy. The paper examines and explains the development and transitions of major Polish seaports such as Gdansk, Gdynia, Szczecin, and Swinoujcie. In order to identify the state of the port economy the authors used public statistics and data analysis. Furthermore, they created a model of comanagement of major seaports and presented a qualitative and quantitative comparison of the development of major seaports from 2005 to 2019. It was discovered that port turnover increased, but in various ways in each of the analysed ports. The government of Poland, acting in a dual role as the coordinator of national maritime policy and the majority owner of seaports, was the most powerful decision-maker in the port economy. However initiatives to implement sustainable principles in seaports have gradually emerged through bottom-up activities of port authorities supported by local and regional authorities.

The Baltic Sea Region (BSR) appears as a specific space in which ports, maritime transport and the entire shipping cluster are crucially important. The BSR is one of the most heavily trafficked seas in the world, and maritime transport has contributed to its prosperity. After the collapse of the USSR, the Baltic Sea recovered its role as a contact and transit area. The opening up of the eastern shore to the market economy has brought about the reactivation of its maritime system, which over the years never stopped being a major element in the production of regional integration. Discourses on Baltic unity are often based on the importance of maritimity and maritime trade, but there is also a significant regional diversity in the shipping industry. Nowadays, the emergence of new directions in specialisation, and of new decision makers in ports, allows for new expectations and issues for Baltic ports. The author shows how, in this special Baltic context, ports and maritime stakeholders interact, participating in regional development and integration, but also by pursuing differentiated trajectories.

The article substantiates the relevance and expediency of prolonging the study of the processes of strategic, detailed and current planning of large, typologically differentiated forms of urbanization, as well as the implementation of urban planning documentation in the most developed countries of Northern Europe. The article presents the results of studying the specifics and trends of the formation, development and functioning of the system of spatial strategizing and urban planning and design in the Kingdom of Norway: its institutional, paradigm, technological and organizational components. It is shown that the significant differences between the Norwegian system of urban planning of large urbanized territories and its Danish, Swedish, and Finnish counterparts are due, on the one hand, to the national specifics of urban planning, and, on the other, to the relative independence of the spatial organization of the environment of Norway, a partner of the European Union, from the urban planning standards established for its members. It is noted that the basic trend of improving the system of long-term, medium-term, short-term and current planning in the Kingdom of Norway today is the achievement and approval of the parity of regional and municipal planning. It contributes to the "transparency"; predictability, humanistic socio-environmental orientation of urban planning policy implemented in this country, as well as initiates the search for various forms and increases the effectiveness of public participation in the processes of formation and implementation of urban planning decisions. The results of the study can serve as information-theoretical and methodological support for spatial strategizing and urban planning of priority and border geostrategic territories of Russia, which have long been part of the "Baltic Sea Civilization".
