Anticipating surprise: the case of the early warning system of Rijkswaterstaat in the Netherlands

Abstract: Policy often has to perform amidst uncertain and rapidly changing conditions. Robustness is the ability to perform and achieve intended effects under unknown conditions. “…The LiDAR data were commissioned by the Dutch Directorate-General for Public Works and Water Management and collected by helicopter with a Riegl LMS-Q680i scanner in April 2010.
