The tourism industry has several goals, including to meet the physical, spiritual and intellectual needs of every tourist with recreation and travel and can improve the community's economy in order to realize the welfare of the community. Development StrategyHalal tourism is an alternative for the tourism industry in Indonesia along with the development of halal tourism which is part of the global Islamic economy industry. The rapid development of tourism has given rise to a new trend of developing halal tourism. However, its development still faces several obstacles and becomes a challenge in various parts of Indonesia. This study aims to describe the obstacles and challenges in the development of halal tourism in Indonesia and propose strategies that can be used to overcome these obstacles and challenges. This study uses a qualitative descriptive approach for data collection and uses content analysis techniques. The results of the study show that the obstacles to the development of halal tourism are the unprepared human resources and the lack of in-depth understanding of stakeholders and the community regarding the concept of developing halal tourism, community participation, which lacks innovation in promotional programs and inadequate facilities. Meanwhile, the challenges are the absence of regulations regarding the development of halal tourism in Indonesia and the lack of halal certification from the Indonesian Ulema Council.

In addition to the Human Development Index, tourism is now one of the factors considered when promoting economic development. Tourism is a kind of worldwide cultural phenomena that has an inextricable impact on socioeconomic activity. This research intends to examine the impact of tourism and the Human Development Index on economic development in the province of Central Java Indonesia from 2012 to 2021. This study is an associational study. The objective of associative study is to examine the link between two variables. The data used are secondary data from the Central Bureau of Statistics, including information on the number of foreign and domestic tourists in Central Java Province from 2012 to 2021, the Human Development Index for Central Java Province from 2012 to 2021, and the Gross Regional Domestic Product for Central Java Province from 2012 to 2021. Multiple linear regression was used to evaluate the data. Tourism and the human development index have a good and considerable effect on Central Java's economic growth from 2012 to 2021, either concurrently or partly.

The Human Development Index (HDI) is recognised as the most commonly used composite index to assess the socio-economic progress of a country. To preserve its pioneering role in development, there has to be a reduction in inequalities and cross-state convergence by adding a sustainable dimension. This paper investigates the convergence hypothesis for the HDI in 36 Indian states and union territories (UTs) from 1990 to 2019. For that purpose, the study used the club convergence technique of Phillips and Sul (2007) and Kernel Density estimates to assess whether states converge towards a single steady-state equilibrium or multiple groups. The paper also considers the relative performance of Indian states and UTs and the comprehension of inter-regional inequality in the HDI by employing the Gini and Theil indices. Using the Phillips and Sul technique, the results reveal that all the states converged into two final clubs (i.e., Club 1 and Club 2). The rate of convergence of HDI is approximately 0.112% for club 1 and 1.135% for club 2. The findings indicate that states with the lowest HDI converge faster than those with higher HDI. The kernel density estimates demonstrate that HDI stratifies, polarises, and becomes unimodal over time, albeit with a common steady state. Further, the Gini and Theil indices suggest a significant decline trend in HDI inequality across the Indian states and UTs from 1990 to 2019. From a policy perspective, the study recommends promoting regional development and reducing inequality, considering the unique convergence paths of the clustering states. The study’s findings could provide the government with a new perspective on attaining “horizontal equity” in HDI across Indian states and UTs.
