Inland waterway transportation (IWT) in Sweden could be a substitute for road transports with the prospects of improving the environmental performance. Sweden currently has no systematic strategies or policies for transports on inland waterways (IWW), and despite available capacity the waterways are barely utilized. In the Netherlands, for example, the IWW capacity is embedded in the transport system and utilized to a large extent. For a successful modal shift it is important to understand the drivers and barriers for the shift and develop strategies to leverage the drivers and mitigate the barriers. This study aims to identify drivers and barriers for IWT based on successful benchmark cases in the Netherlands. Furthermore, based on the learning from these benchmarks the study aims to point out strategic actions for Sweden regarding IWT. The data for this study was collected from IWT organizations, shippers and local administrations in the Netherlands. The results showed that main drivers for IWT are congestion relief, cost reduction and lower environmental impact. On the other hand, main barriers are slow pace of development, high investment costs and poor hinterland connectivity. For a successful modal shift in Sweden, it is crucial to prepare governmental support, a change in stakeholders' mindset, decisive attitude to modal shift process and a strong long-term perspective.

Economic growth in Indonesia gives effect to the development of the logistics industry in Indonesia. Logistics Business is a sector that has a fairly high growth rate, where increasingly improved growth requires effective and efficient logistical support. In 2018, the Government of West Java implement the Innovation Inland Waterways which aims to create a channel width of the sea into the mainland so that containers can be transported by water rather than through the toll-road to Tanjung Priok, and make Inland Waterways as an Alternative Transportation logistics, Central Government, also has made Inland Waterways Cikarang Bekasi Laut (CBL) as the National Strategic Projects, which is expected to reduce the current density on the land logistics from Cikarang Industrial Area to the Port of Tanjung Priok and aim to optimize the potential of the river as an alternative canal path of transport logistics. Where the volume of land transport logistics in Indonesia has reached nearly 90%, and with the construction of CBL Inland Waterways is expected to reduce costs with the integration of multimodal transport logistics. The purpose of this study was to find a potential that can be developed as Alternative Transportation Logistics and determines the priority level of that potential. Retrieval of data taken through a questionnaire distributed to experts in the field of logistics and related to the research being carried out. The result indicated that the Economic aspect was the top priority among the other potential to developed.

Over the years, the demand for transportation has experienced a consistent rise, which has exacerbated a multitude of issues including environmental, visual, and noise pollution, congestion, land use conflicts, and various other related challenges. In this regard, the pursuit of alternatives aimed at mitigating these adverse effects stands as a priority for governments and policymakers. Consequently, inland waterway transport (IWT) emerges as an appealing solution, due to its advantages across the social, environmental, and economic considerations. However, in relation to IWT the concept of sustainable development is insufficiently investigated. The objective of this paper is to undertake a comprehensive review of how the concept of sustainable development is addressed and applied within the framework of IWT systems. To achieve this goal, a systematic literature review was meticulously conducted, utilizing three academic databases (Scopus, Google Scholar, and EBSCO). The review process yielded a total of 51 papers that proved to be pertinent and relevant to the subject matter. The comprehensive literature review facilitated the delineation of the principal elements, factors, and characteristics of the IWT system, as well as the primary drivers for its sustainable development. However, the implications for further research were identified, such as a comprehensive examination of each case due to the distinct geographical, social, economic, and political conditions inherent to each individual basin. That is essential for understanding the unique barriers present within each context and for formulating viable solutions aimed at fostering and incentivizing the sustainable development of IWT systems.
