Impacts of OFDI on Host Country Energy Consumption and Home Country Energy Efficiency Based on a Belt and Road Perspective

Under the Belt and Road concepts of mutual benefit and win–win cooperation, China is strengthening its energy cooperation with other countries. We used several econometric models and social network analysis models to study the impacts of China’s outward foreign direct investment (OFDI) on the host and home countries. We first examined China’s OFDI location preference and analysed the effects of OFDI on energy consumption in host countries. Meanwhile, we observed the impact of the reverse spillover effect of OFDI on China’s energy efficiency. The results indicate that (1) the impact of China’s OFDI on energy consumption in host countries has been lower than that on neighbouring countries, and increased significantly after 2014. (2) The space network of energy consumption in Belt and Road countries has a strict hierarchical structure. However, it was disbanded by the Belt and Road policy in 2014. The network centres are situated primarily in Middle Eastern and European countries, and the network’s periphery is mainly in South-East and West Asian countries. (3) The reverse spillover effects of OFDI, FDI, domestic R&D absorptive capacity, human capital, and financial development levels are conducive to improving China’s energy efficiency whereas regional professionalism does the opposite.

The multi-energy conversion system (MCS) plays an important role in improving the utilization of energy resources and realizing the energy transition. With the application of the new generation of information technologies, the new MCS can realize real-time information interaction, multi-energy collaboration, and real-time demand response, in which energy suppliers can intelligently motivate consumers' energy use behavior. In this paper, an MCS coupled with a cloud platform is proposed to address information explosion and data security issues. Due to the development of Internet technology, the increasing energy data, and the serious energy coupling, it is difficult for traditional optimization methods to deal with the interaction between participants of the MCS. Therefore, the non-cooperative game is used to formulate the interactions between participants with the aim of maximizing the energy suppliers' profit and minimizing the customers' cost. It is proved that the game model is an ordinary game with one Nash equilibrium. The simulation was performed with a gradient projection algorithm and the results show that the proposed MCS improves energy utilization efficiency through energy conversion while ensuring consumer satisfaction, and benefits both the customers and suppliers by reducing the energy consumption cost and the peak load demand, which effectively improve the supply quality and enrich the energy consumption patterns.

The Dynamic Effect of High-Tech Industries’ R&D Investment on Energy Consumption

High-tech industries are characterized by strong technology, low energy consumption, and low pollution. Among these high-tech industries, five sectors (pharmaceutical industry, aerospace industry, electronic and communication equipment industry, computer and office equipment industry, and medical equipment industry) are selected for our study; and R&D investment is an important support for the development of high-tech industries. How do research and development (R&D) investments affect energy consumption in high-tech industries? Are these effects all positive? What are the differences in the impacts for different types of high-tech sectors or in different regions? And why? To analyze these issues, state space mode is an appropriate method which presented a dynamic process, accurately estimating the parameters at each time nod. We used this model to analyze the impact of five high-tech sectors' research and development (R&D) investments on energy consumption in the four regions of China from 1998 to 2016. Some conclusions are drawn from the research: (1) Pharmaceutical industry has a negative influence on energy consumption in all regions. Compared with other types of high-tech industries, the pharmaceutical industry consumes a higher degree of energy. (2) In the east, middle, and northeast of China, a gap remains between scientific research and production due to the lack of high-tech personnel in the aerospace industry, which lead to a weak effects on energy consumption in these regions (3) For the electronic and communication equipment industry and computer and office equipment industry, the continuous inflow of funds and talent has led to greater competition pressure and excess production capacity in some developed areas. This accounts for the fact that the two industries' R&D investment is beneficial to the reduction of energy consumption in the western regions. (4) The densely populated eastern region has a large demand for health services, leading to an increased demand for medical equipment. That is why the R&D of medical equipment industry have significantly reduced the energy consumption in the east regions than in the other regions.
