Abstract. For Polish municipalities -basic units of local government (LGU), flood constitutes a significant source of material losses resulting both from flood damages and from the costs of restoring the regular functioning of the municipalities after the disaster is gone. Authors stated a thesis that the municipality, despite its constitutional obligations connected with providing the safety for its citizens, is not capable to bear the financial burden shaping the flood protection system in the basin. It is, however, due to support the flood protection system by strengthening its adaptive potential and adaptive capacity for efficient limitation of adverse consequences of flood. To justify this thesis, the financial condition of the municipalities threatened with flood was compared to the size of potential flood losses for floods of the medium probability of occurrence (p = 1%). Authors have shown that the municipality's structure, more than its budget size decides about its financial potential. Especially the municipality's own revenue is an evidence for the determined financial potential, at the same time, it can be a source of the undertaken actions in order to increase the level of the municipality's adaptability in the context of flood hazard. Conducted analyses allow to shape the flood risk management policy, both at the municipal level and on a national scale.

The objective of the paper is to identify subregions (NUTS 3) of the central part of Poland pretending to metropolitan areas, as well as to study their impact on the domestic migration flows. Their social and economic situations in 2008 were determined on the basis of the composite measure values. Their participation in the domestic migration flows in the period 2008-2010, considering the directions, range and intensity of flows, was also examined. Only Warsaw is the completely shaped metropolitan area in Poland. The city demonstrates the highest economic potential and therefore the strongest migration flows and dependences with other subregions. The cities of Poznań and Łódź and also the Bydgosko-toruński subregion can be recognized as developing metropolitan areas. These subregions represent significant economic centres; however migration flows related to them demonstrate mainly regional importance.

The article presents industrial and technological parks, operating in the Kujawsko-Pomorskie voivodship. The essence of the research was the diagnosis of functional zones for the region and entrepreneurs. The purpose of the article was to investigate whether the existence of industrial, industrial and technological parks has an impact on the attractiveness of the region and whether it encourages new investors to undertake economic activity. Based on the research, it has been pointed out that the parks and their incubators and other centers supporting entrepreneurship have a number of favorable conditions. Starting a business in their area. It is also significant that the existence of the zones contributed to the increase in the number of new jobs in the Kujawsko-Pomorskie voivodship, as well as investors willing to invest their capital in the parks. W artykule przedstawiono parki przemysłowo-technologiczne, działające na terenie województwa kujawsko-pomorskiego. Istotą przeprowa-dzonych badań była diagnoza funkcjonalności stref dla regionu i przedsiębiorców. Celem artykułu było zbadanie, czy istnienie parków przemysłowych, przemy-słowo-technologicznych ma wpływ na atrakcyjność regionu i czy zachęca nowych inwestorów do podejmowania działalności gospodarczej. Na podstawie przepro-wadzanych badań wskazano, że parki i funkcjonujące przy nich inkubatory oraz inne ośrodki wspierające przedsiębiorczość posiadają szereg uwarunkowań sprzyjających podjęciu działalności gospodarczej na ich terenie. Istotny jest również fakt, iż istnienie stref przyczyniło się do wzrostu liczby nowych miejsc 58 M. Michalcewicz-Kaniowska, M. Zajdel pracy w województwie kujawsko-pomorskim, jak również inwestorzy chętniej lokują swój kapitał na terenie parków.
