The Central Statistics Agency (BPS) reported that Democracy Index of West Sumatra province has decreased significantly in 2016. This fact is quite an anomaly if it refers to the Minangkabau indigenous roots and philosophical foundations which is claimed to be compatible with universal democratic principles. The latest regional autonomy policy made the West Sumatra regional government be allowed to implement local policies which for decades was repressed by the central government. The gap in vision between the West Sumatra Provincial Government and the Central Government is widening with evidence number of cancellations proposed local regulation (Perda). Disputes between regional and central democratic discourse are recorded in the text of the mass media as research data. Afterward, this study aimed to conduct a comparative and critical discourse analysis by comparing between the central and regional discourse regarding the implementation of democratic activities. The 'civil liberties' aspect was decided as the focus of the problem and became a benchmark for democratic practices in this discussion. The result of data analysis indicates that the configuration of local and central government discourse regarding the enforcement and protection of civil liberties differs in application, ideas and goals. Thus, this antagonism widens the gap between democratic practices and ideals between regional and central governments.

This study aims to: (1) formulate the types of commissive speech acts used by presidential and vice presidential candidates in the presidential and vice presidential debates at the 2019 presidential election, (3) formulate the types of expressive speech acts used by presidential and vice presidential candidates in the presidential and vice presidential debates at the 2019 presidential election, (2) formulating the speech strategy used by presidential and vice presidential candidates in the presidential and vice presidential debates at the 2019 presidential election. This type of research is a qualitative research with descriptive methods. The data source in this study is the speech of the 2019 presidential and vice presidential candidates downloaded via Youtube. Based on the results of data analysis, three findings were concluded. First, the types of commissive speech acts used by presidential and vice-presidential candidates in the presidential and vice presidential debates at the presidential election, namely (1) promising, (2) vowing, (3) offering, (4) swearing, and (5) intending. Second, the types of expressive speech acts that exist in the vice presidential debate in the 2019 presidential election are, (1) congratulate, (2) say thank you, (3) apologize, (4) praise, (5) criticize, (6) insinuate , and (7) complaining. Third, the speech strategy used in the vice presidential candidate debate in the 2019 presidential election, (1) speaking without further ado, (2) speaking with positive politeness politeness, (3) speaking with negative politeness pleasantries, and (4) speak vaguely.

This study aims to determine the form of directive and expressive speech of President Joko Widodo in the Mata Najwa event at Trans 7. Assessment of Joko Widodo's directive and expressive speech acts in an interview at Mata Najwa studio with the theme of Jokowi in the Pandemic Test requires speech act theory. This type of research is descriptive qualitative research using a descriptive analysis approach. This research also uses descriptive method. The research instrument is the researcher himself, and the data inventory format has been provided. The data source for this research is the video of Mata Najwa in Trans 7 entitled Jokowi Tested Pandemic which was downloaded from the Youtube site and transcribed in writing. Collecting data in this study using the observation method, a method that is carried out by observing, which is aligned with the observation method.
