Domestic investment is essentially the first step in economic development activities, which is a very important component in contributing to domestic national income. This study aims to analyze the effect of inflation, credit interest rates, labor and the IDR/US$ exchange rate on domestic investment in Indonesia. This study uses the ECM econometric analysis method to determine the factors that influence domestic investment in Indonesia. Econometric analysis shows that inflation, credit interest rates, the IDR/US$ exchange rate, and labor are significant to domestic investment in Indonesia. The advice given in this research is that the government should provide the development of an integrated system such as education, skills training that is commensurate with the needs of the labor market. Since the availability of a number of qualified workers will further increase the fighting power in increasing production capacity which can further increase investor interest in investing in the country and the government should anticipate the low exchange rate with a revaluation policy, namely the policy of increasing the domestic exchange rate against foreign exchange rates.

Investment has the potential to encourage the economic growth of a region. Realization of investment in Aceh Province in 2019 reached Rp5.8 trillion, an increase of around 353.9 percent compared to the previous year. Although there was a significant increase, the investment was not evenly distributed in all districts/cities in Aceh Province so that the Aceh Government needs to assist and monitor all districts/cities in an effort to improve the regional investment climate. One of the first steps that the Aceh Government needs to take is to map out investments in every districts/cities. This study aims to map the districts/cities in Aceh Province based on the average value of the realization of foreign investment and domestic investment during 2017 to 2019. The data employed were secondary data sourced from Aceh Investment and One Stop Integrated Service Office. The data were analyzed using the K-means clustering method which divided the data into 3 groups, namely low, medium and high. The results of the study showed that of the 23 regencies/cities in Aceh Province, 15 (65.2 percent), 6 (26.1 percent) and 2 (8.7 percent) of them were included in the regional group with the investment level category of low, medium and high, respectively. The Aceh Government needs to provide assistance and monitoring, especially to those 15 regions with low investment values. The provision of adequate infrastructure, proper regulations and easy licensing rules related to investment and promotion of regional potential will help improve the investment climate in Aceh Province.

The COVID-19 pandemic had a tangible impact on Indonesia’s economy to a 4.5% economic growth contraction (Husnulwati & Yanuarsi, 2021). To analyze the dynamics of investment in the emerging market and the effects of COVID-19 associated with the work creation law in Indonesia. This study is research in the field of law with an empirical legal research approach. The Job Creation Law provides simplifications, especially concerning business licensing and investments that can be made starting from the micro, small and medium enterprises (MSME) level. The COVID-19 pandemic can be interpreted as momentum for Indonesia to attract more investors. The world economy has had significant changes, especially in exports and imports, coupled with the trade war between China and the United States (Sumarni, 2020). Still, several things must be paid attention to, namely: the long-term effect of investment after the amendment of investment provisions in the water, electricity, weapons, and defense business sectors; and the formulation of implementing regulations in the Job Creation Law because so far, Indonesia has been known to be slow in formulating laws and regulations.
