Essa pesquisa tem como objetivo analisar os impactos de uma modificação na estrutura tributária do imposto de renda de pessoa física (IRPF) e de impostos sobre o consumo no Brasil. Políticas que interferem na estrutura de tributação afetam diretamente a renda disponível das famílias e, consequentemente, a composição do consumo e da estrutura produtiva. Para mensurar esses efeitos, utilizou-se um modelo dinâmico de equilíbrio geral computável. Tal modelo traz inovações ao incluir os dados da declaração de imposto de renda de pessoa física (DIRPF) disponibilizados pela Receita Federal do Brasil. A metodologia foi aplicada a duas diferentes simulações: a primeira corresponde a alterações na estrutura de alíquotas nominais de IRPF, enquanto a segunda refere-se à desoneração de impostos sobre o consumo. O detalhamento acerca das informações dos declarantes de IRPF permite preencher uma lacuna em pesquisas aplicadas a economia brasileira que explorem os vínculos entre tributação, renda, consumo e estrutura produtiva. Os principais resultados obtidos apontam que quando ambas as políticas são articuladas conjuntamente, conseguem produzir efeitos positivos sobre o PIB e o bem-estar das famílias, auferindo ganhos reais de renda para todas as famílias do modelo. Caso a política tivesse sido implementada, o PIB teria um incremento de 2% até 2018 e de 3,06% até 2030 e o investimento, 7,03% e 5,36%, respectivamente. As projeções setoriais indicam que os setores mais beneficiados pelo aumento da demanda das famílias seriam os de bens de consumo e consumo duráveis, que cresceriam 5,61% e 4,23% até 2030. Ao final da politica, em 2030, o bem-estar das famílias apresentaria projeções positivas na utilidade de todas as classes de famílias. Na mesma direção, a renda disponível das famílias obteria ganhos acumulados de 11,49% até 2018 e de 8,30% até 2030. Nesse contexto, políticas redistributivas têm o potencial de alterar a estrutura produtiva ao ampliarem a renda das famílias e induzirem o mercado interno, fomentando a atividade econômica.
