This article presents the application of the systemic problem structuring approach Viable System Diagnosis (VSD) within the Department of Orthopedic Surgery in a large hospital in Norway. It explains why systemic thinking is relevant to this uniquely complex form of human organization. The department was coping with systemic dysfunction and VSD was chosen because previous applications demonstrated VSD excels at diagnosis of what is causing dysfunction. VSD was employed through a participatory framework that included in the process, among other stakeholders, medics, technologists, managers, administrators and, as far as possible given the sensitive nature of patient information, the patient. VSD guided thinking about what the organization is set up to do and the existing organizational arrangements to achieve that. The outcome was an agenda for debate that guided stakeholder discussions toward ways and means of improving organizational arrangements. The article briefly reviews previous applications of VSD in the hospital sector and other large complex organisations.

With the renewal of teaching concept and the development of educational technology, educational practice has put forward higher requirements for teachers' teaching level. The amount of knowledge has become the core indicator to measure teachers' teaching level. The research on teachers' personal knowledge management is of great significance to promote teachers' teaching level. Therefore, this paper studied the teacher PKM, constructed the teacher PKM model, proposed the teacher PKM strategy based on the perspective of Technological Pedagogical Content Knowledge (TPACK) and educational cybernetics, and the teacher's personal knowledge acquisition method based on Expectation-Maximization algorithm (EM). At the same time, this paper conducted an experimental study on teachers' personal knowledge management, and obtained the following proof through the experimental study. The average personal knowledge management evaluation score of teachers was 6.525. The average feasibility evaluation score of experts on teachers' personal knowledge management strategy was 7.65, and the average effectiveness evaluation score of experts on teachers' personal knowledge management strategy was 8.575. At this stage, teachers' personal knowledge management ability still needed to be improved, and the strategies proposed in this paper had certain practical value.

Purpose The purpose of this study is to use the power of organization cybernetics (OC) to design a flexible viable academic department that is at the risk of losing its viability because of the complexity of the educational environment. Design/methodology/approach The proposed framework is developed based on Beer’s OC and the viable system model (VSM). This study adopts the guidelines for applying the VSM described by Stafford Beer and José Pérez Ríos. Findings The framework presents a comprehensive explanation of the essential functions of a viable academic department. In addition, it determines the basis for an inclusive redesign that can be used to maintain the department’s identity and viability as well. Originality/value Although there are many studies applying the framework of the VSM, in an educational context, most of them limited its usage to the evaluation of the viability of academic departments. They did not use the power of OC to design for systemic viability. Accordingly, the application of OC and the VSM, for the sake of designing a viable academic department, can be considered as highly original.
