One of the main characteristics of spinning reserve (SR) product is the indistinctness of the SR consumers. So the SR cost allocation would be a challenge because of indeterminacy of each customer's share in provided SR. In present frameworks, the independent system operator usually allocates SR costs to different customers based on some predetermined indices, and the SR market clearing outputs are essentially non‐applicable for the SR settlement procedure. But in this paper, a new bi‐level joint energy and SR markets clearing model is presented to facilitate fair settlement of SR market regarding market clearing results. In the proposed model, the customers have the opportunity to participate in SR market by submitting the Value of Lost Load as their reliability preferences. They compete together in SR market and acquire the desired SR to decrease the imposed curtailed load. Finally, a new SR settlement procedure is proposed based on the presented market clearing model. Detailed results from Institute of Electrical and Electronics Engineers Reliability Test System is presented and discussed to demonstrate the merits of the proposed model.
