Resulting from the Industrial Revolution 4.0, English is evolving into a global language and is detected from multi-aspects consisting of technological, scientific, and business aspects, and completely, English language learning quality must be enhanced. Thus, this paper focuses on constructing a conceptual framework in which competition is presenting as a moderator on the influence on the English language learning quality of students in the context of higher education in Vietnam. To achieve this objective, the paper employs a qualitative approach through tools of the meta-analysis, systematic review, from 86 publications as research papers, theses/ dissertations, books, and other relevant publications in the focused subject from prominent and reliable databases, including Google Scholar, Research Gate, Scopus, Web of Science, EBSCO, Cengage and Springer, etc. and direct observation with 55 English language classes, 5 interviews are conducted by using a semistructured questionnaire with 135 students and 55 lecturers and 5 educational/ English teaching experts. The paper hopes to contribute to English learning quality enhancement and extends its contribution to the educational quality in higher education.

Well defined and futuristic education policy is essential for a country at school and college levels due to the reason that education leads to economic and social progress. Different countries adopt different education systems by considering the tradition and culture and adopt different stages during their life cycle at school and college education levels to make it effective. Recently Government of India announced its new Education policy which is based on the recommendations by an expert committee headed by Dr. Kasturirangan, Former chairman of the Indian Space Research Organization (ISRO). This paper highlights on various policies announced in the higher education system and compare them with the currently adopted system. Various innovations and predicted implications of NEP 2020 on the Indian higher education system along with its merits are discussed. Finally, some suggestions are proposed for its effective implementation towards achieving its objectives.

يشهد التعليم العالي السعودي تغيرات سريعة لمواكبة رؤية المملكة العربية السعودية 2030. وتشير أهداف برنامج التحول الوطني، التي تهدف إلى تحقيق الرؤية، إلى التأكيد والاعتراف بأهمية التعليم، والاهتمام الواضح بجودة مخرجاته. وفي هذا الشأن، توصي وزارة التعليم الجامعات بالسعي للحصول على الاعتماد المؤسسي والبرامجي من الهيئــــة الوطنيــــة للتقـويــم والاعـــتــمـــاد الأكــاديــمــــي. هذه الهيئة هي هيئة مستقلة ترفع تقاريرها مباشرةً إلى المجلس الأعلى للجامعات. وكشفت المطالبات الأخيرة بالاعتماد البرامجي بالجامعات السعودية عن تدني الشعور بالحماس لدى أعضاء هيئة التدريس تجاه عملية الاعتماد. وبدأ تطبيق هذه العملية على البرنامج الدراسي لبكالوريوس عمارة البيئة في 2017م. ومن خلال استخدام هذا البرنامج كحالة دراسية، تستعرض هذه الورقة البحثية مراحل عملية الاعتماد ومتطلباتها، كما تبرز التحديات التي تظهر أثناء العملية، والتي تشمل غياب الفهم والوعي ومقاومة التغيير، وتضمنت المنهجية العملية الفعلية الخاصة بمراحل الاعتماد لبرنامج البكالوريوس في عمارة البيئة، إلى جانب ملاحظة أداء أعضاء هيئة التدريس، وإجراء مقابلات مع مجموعة متنوعة من أصحاب المصلحة في المؤسسة التعليمية محل الدراسة. تُظهر النتائج الرئيسة أهمية الاعتماد الأكاديمي عند اعتباره أداة من أدوات تحسين جودة التعليم وتطوير البرامج، وليس مجرد إجراءات ورقية لا يتم تنفيذها أو تطبيقها على أرض الواقع. فبعد عامين من تنفيذ معايير الهيئــــة الوطنيــــة للتقـويــم والاعـــتــمـــاد الأكــاديــمــــي بشأن تحسين جودة البرنامج، تحققت تحسينات واضحة في إدارة البرنامج، وتم على إثرها تطوير بعض المقررات الدراسية وتحسين جودتها، وتبينت الحاجة إلى الالتزام الحقيقي والإيمان من جانب أعضاء هيئة التدريس لتحقيق ضمان معايير الجودة المطلوبة لعملية التقويم والتدريس. ويوصى البحث بقيام الهيئــــة الوطنيــــة للتقـويــم والاعـــتــمـــاد الأكــاديــمــــي بتطوير عملية الاعتماد لتسهيل تطبيقها.
