Abstract:In light of the perceived benefits derived from inward FDI, many developed economies have systematically established investment promotion agencies (IPAs) to attract foreign investment. While IPAs in the past have been created by a wide variety of countries and regions, their target economies have overwhelmingly been in developed markets. The rise of emerging market MNEs is significantly changing this picture. We analyse the impact of IPAs on attracting emerging market FDI to developed economies by looking at the example of Chinese FDI into Canada. We find strong statistical evidence that the presence of Canadian provincial-level IPAs located in China increases the likelihood of Chinese firms locating in that Canadian province. Focusing on the role of IPAs in lowering liabilities of foreignness, we explore how differences in host and home country contexts may explain our findings.2

De nombreuses études empiriques s’intéressent à l’efficacité de l’accompagnement à l’exportation. Cependant, l’absence d’un instrument de mesure validé de l’accompagnement à l’exportation rend difficile la comparaison de leurs résultats. Les auteurs soulignent par conséquent la nécessité d’élaborer une échelle de mesure qui puisse être réemployée dans les futures études. Cet article s’inscrit dans cette perspective et vise à répondre à la problématique suivante : comment mesurer l’accompagnement à l’exportation dont a bénéficié l’entreprise ? Pour cela, nous nous appuyons sur le paradigme de Churchill (1979) afin de proposer une échelle de mesure qui tient compte à la fois de la nature et de l’intensité de l’accompagnement à l’exportation. Dans ce cadre, une étude empirique a été menée auprès de 288 PME françaises accompagnées. Les résultats confirment la multidimensionnalité de l’accompagnement à l’exportation au travers de quatre dimensions : la formation, la prospection, la mise en réseaux et le soutien financier. Chacune d’entre elles est appréciée par un ensemble d’items reflétant les services d’accompagnement à l’exportation accessibles aux entreprises. L’emploi de cet outil de mesure offre aux chercheurs comme aux pouvoirs publics la possibilité de mieux apprécier l’influence spécifique des différents types d’accompagnement à l’exportation.

This article discusses the findings of a study of the internationalisation of established small manufacturing firms in Kenya. The findings suggest established SMEs pursued an incremental approach to internationalization, as most established operations in the domestic market before moving to foreign markets. The interviews revealed the internationalization process was mostly driven by firm based‐factors such as managerial orientation, maintaining business reputing, enhancing market share and revenue, technological advancement, and flexibility of operations. Environmental‐based factors such as similarity in foreign and domestic markets, instability, and saturation of domestic markets played a lesser role. The article concludes with a discussion of research and managerial implications. © 2012 Wiley Periodicals, Inc.
