The purpose of this research is to find out i) the quality of the accountability management system of superior schools, ii) elementary school digital transformation capabilities, and iii) the relationship between the quality of the accountability management system for superior schools and the digital transformation capabilities of elementary schools in Indonesia. The research approach used is quantitative. The research location is in public elementary schools in Malang City. The population of this research is all 195 public elementary schools. The research sample is 22 public elementary schools. The research subjects were school principals, class teachers, and subject teachers totaling 51 people. Data collection is done by using a questionnaire. Elementary schools with superior school accountability management systems have the ability to drive their digital transformation capabilities. Excellent school accountability management systems and school digital transformation capabilities guarantee equal access to education for all students. Implications for improving teaching and learning are also discussed in this paper. The variables studied can be used to determine the priority scale for planning, implementing and evaluating superior school accountability management systems in digital transformation, in increasing teacher competency.

The observation of this research is to identify, evaluate, and interpret the work of researchers and practitioners in developing HR competencies in Higher Education with a comparative approach based on literature studies or Systematic Literature Review systematically. Based on 34 articles published during the period from 2012 to 2022. The results showed that from the geographical area of the 34 articles that met the criteria came from 27 countries dominated by Nigeria (9%), USA (6%), Indonesia (6 %), China (6%), Tanzania (6%), Jordan (6%) and Kazakhstan (6%). Based on the Scope by field and research method, the method for developing human resource competencies in tertiary institutions has been carried out in 34 different journals in different disciplines consisting of Education Learning (50%), Human Resources (9%), Management (9%), Social Sciences (9%), Business (3%) and other journals (19%) with no specific fields. Based on the Research Method and Sample the most widely used method is the interview method with qualitative data types and taking samples of lecturers. The results of this study indicated that there are various processes that universities go through to create a human resource competency development model starting from recruitment and selection as well as training which is the most widely used method. Besides that, the development of human resource competencies also requires special attention in improving the hard skills and soft skills possessed by lecturers so that they can improve the quality of the learning process and alumni to be ready to compete in the work world.

Higher education services are at a crossroads created by the disruptive impact of digitalization. The COVID-19 pandemic experience forced Romanian universities to use digital educational platforms and other online education tools. The questions put into discussion are: Where is Romanian university education headed, what attributes of service quality are relevant for students, how do they see the digitization experience, and what needs to be done to increase satisfaction? A survey was conducted based on an online questionnaire on a sample of 314 students from the University of Oradea that used, for the first time in empirical research, a scale to measure satisfaction with the quality of educational services to which a dimension of digital education is added. Revised importance–performance analysis (importance–performance analysis in nine quadrants with one parameter c-9Qc-IPA) was used for data processing. The results show a still-reserved attitude towards certain aspects of the digitization of services, with priority remaining on aspects related to the material base and the prospects of finding a suitable job after graduation.
