Increased productivity of potatoes can improve the livelihood of smallholder potato farmers in Kenya, Uganda and Ethiopia and is required to meet the growing demand. This paper investigates the opportunities for potato system improvement that could result in improved productivity. Through a diagnosis of the potato systems in the three countries on the basis of surveys and stakeholder workshops, seed potato quality management, bacterial wilt control, late blight control and soil fertility management were identified as key technical intervention topics. For effective problem solving in these areas, the functioning of the potato innovation system requires improvement to better deliver the functions of potato marketing as well as knowledge development and information exchange. With use of a 'system failure framework' the shortcomings of the potato innovation system are identified and discussed and options for improvement are suggested.

The environmental decision problems often are divisive, even in a technical realm, decision makers with strong personalities influence outcomes. The purpose of this study is to define and quantify the factors that affect the conservation objectives of a national natural park located in Colombia, South America adding the judgments of six decision makers with different knowledge (every decision maker is also a stakeholder representative). This paper uses a hybrid multiple criteria group decision making model (MCDM), combining the social network analysis (SNA), analytic hierarchy process (AHP) and similarity measures to solve the consensus and anchoring problem among environmental decision makers. The SNA technique is used to build an influential network relation map among decision makers and to obtain their weights for applying a weighted analytic hierarchy process. Environmental management decisions have been the cause of many debates and deep disagreements underlying the multifaceted nature of most environmental problems. Environmental management takes place at many levels (local communities, city, state) and involves a large number of stakeholders (such as landowners, entrepreneurs, urban planners, farmers...) with conflicting interests 1 . The complexity of environmental problems requires transparent and flexible decision-making processes that integrate different areas of knowledge and values 2 . Therefore, we can affirm that environmental planning is a multi-criteria and multi-stakeholder problem by nature 3 4 . . From all of them, the AHP method proposed by 10 has been chosen because it provides an easy-to-understand framework for decision-making or evaluation problems and also it presents its strengths when working in scenarios with scarce information. The area under potato cultivation varies between 30 000 and 35 000 ha per year, but productivity still remains very low. In fact, with a potato yield ranging from 8.9 to 12 t/ha (average data over the last ten years), Georgia is in the group of low yield countries, the yield being only 3-4 times higher than the seed rate. Poor seed quality is one of the main reasons for low production, which became more acute following the collapse of the Soviet Union and consequent disruption of seed production and trade. The other reasons are late blight (Phytophthora infestans), not well-adapted cultivars and poor husbandry practices at farmer level. The International Potato Center (CIP), with the help of local scientists and advisors, is working to improve the informal seed potato system in the country. Here new plans are reported for establishing quality control mechanisms to better guarantee reasonable good quality seed from informal seed producers for purchase by ware potato growers.v
