Ambiguity in Problem Framing as a Barrier to Collective Actions: Some Hints from Groundwater Protection Policy in the Apulia Region

Abstract: Differences in problem framing and understanding are unavoidable in multi-actor decision-making processes, deeming ambiguous problem definitions and actions.
