Open-source systems help to manage the rapid development of software, while governing open-source systems properly can effectively promote software and software engineering. However, some significant problems, such as code controls, incentives, interaction and cooperation, automation, transparency and fairness of rights and responsibilities, cannot be properly solved by traditional methodologies. The decentralization, immutability, change in trust mode and smart contract programming of blockchain provide new solutions. In order to solve the problems of traditional centralized open-source governance, this paper proposes a decentralized open-source coordination management system using a novel triple-blockchain architecture. Through the analysis of traditional and blockchain-based research, the business and technical issues that need to be addressed in decentralized open-source governance systems have been emphatically studied. Combined with triple-blockchain architecture, smart contracts, oracles and continuous integration tools, we study the decentralization of open-source businesses and make them more trustworthy, automated and coordinated. An identity authentication mechanism is designed for permission control and inter-community collaboration. A decentralized open-source reputation is proposed for incentive and reference. We also improved the DPoS (Delegated Proof of Stake) consensus under triple-blockchain architecture to reduce repeated elections. By constructing the OSCMS prototype based on the proposed architecture model, many comparative experiments were conducted under different parameters and conditions and showed good feasibility, scalability, reliability and performance. The OSCMS not only solves the shortcomings of previous research but also provides a comprehensive and feasible reference for the decentralized practice of open-source governance.

Identifying Emergent Leadership in OSS Projects Based on Communication Styles

In open source software (OSS) communities, existing leadership indicators are dominantly measured by code contribution or community influence. Recent studies on emergent leadership shed light on additional dimensions such as intellectual stimulation in collaborative communications. To that end, this paper proposes an automated approach, named iLead, to mine communication styles and identify emergent leadership behaviors in OSS communities, using issue comments data. We start with the construction of 6 categories of leadership behaviors based on existing leadership studies. Then, we manually label leadership behaviors in 10,000 issue comments from 10 OSS projects, and extract 304 heuristic linguistic patterns which represent different types of emergent leadership behaviors in flexible and concise manners. Next, an automated algorithm is developed to merge and consolidate different pattern sets extracted from multiple projects into a final pattern ranking list, which can be applied for the automatic leadership identification. The evaluation results show that iLead can achieve a median precision of 0.82 and recall of 0.78, outperforming ten machine/deep learning baselines.To demonstrate practical usefulness, we also conduct empirical analysis and human evaluation of the identified leadership behaviors from iLead. We argue that emergent leadership behaviors in issue discussion should be taken into consideration to broaden existing OSS leadership viewpoints. Practical insights on community building and leadership skill development are offered for OSS community and individual developers, respectively. Quais são os efeitos dos atrasos de pagamentos na atuação das Pequenas e Microempresas (PME) no processo de contratação pública? Quais são os efeitos da introdução de um mecanismo normativo/legal que suprime a cláusula que permite compradores-públicos atrasar os pagamentos? Saber o efeito dessas cláusulas nos Custos de Transação (CT) é um passo importante para apoiar (ou não) o argumento comum de que essas cláusulas devem ser suprimidas dos contratos. Esta pesquisa se fundamenta na Análise Econômica do Direito (AED), uma abordagem que busca antever a eficiência da estrutura de incentivos das normas com objetivo de propor um mecanismo para reduzir CT em contratações públicas. Para isso, foram realizadas simulações que reproduzem o comportamento de PME em pregões eletrônicos realizados por órgãos públicos entre 2016 e 2018. A contribuição dessa pesquisa é mostrar como compradores-públicos podem se beneficiar duplamente quando pagam os contratos em dia e porque a AED pode ser uma abordagem mais apropriada do que a Teoria de CT quando o problema de CT está associado a uma norma ou lei que se aplica a todas as transações.
