With the increasing complexity of economic systems caused by the intensification of European integration processes and general globalisation trend, the problems of ensuring the optimal operation of transport companies are becoming especially important. Given these facts, the article's purpose is to develop and test a structural modelling algorithm based on the system state indicator (entropy of the structure of the export freight system). Research methods used in the article include: statistical (structure and dynamics analysis), systematisation and comparison, system analysis methods (entropy characteristics), mathematical programming methods. The mathematical formulation of problems involves studying structural uncertainty due to the synergistic influence of interconnected structures. As a result of the optimisation calculations, the entropy index decreased as a consequence of the optimisation of the studied structures of export cargo. The study results using structural-dynamic modelling provide an opportunity to determine benchmarks for optimising the structure of export transportation. Therefore, they can act as indicators in the relevant field to substantiate the performance of large transport and logistics companies. The use of such approaches will help improve cooperation on a shared basis between Ukraine and the countries of Central Europe. Implications for Central European audience: first of all, the algorithm of structural modelling containing stages is offered (structural-dynamic analysis; systematisation of the reasons that led to structural changes; mathematical formulation of the optimisation problem; numerical solution of the problem; interpretation of results and development of recommendations) as the theoretical contribution. The article focuses on the problem of the structural risk level diagnostics in the sphere of waste management at the railway transport objects. The specifics of the railway enterprises activity are the multi-vector business processes executed, which determines a significant nomenclature and volumes of formation, accumulation of wastes of different danger classes. A retrospective analysis of this problem on Ukrainian railways for 2007 – 2018 showed significant structural fluctuations both in terms of volume formation and in the costs and ecological payments for environmental protection in sphere of waste management. The method of sensitivity analysis, the peculiarity of which is to calculate the elasticity coefficients for determining the degree of environmental costs interaction in the field of waste management with the change of their components (capital investment, current costs, environmental tax and environmental services), is implemented. The corresponding elasticities for 2008 – 2018 showed a considerable variation of the most significant risk factors that were atypical for JSC “Ukrzaliznytsia” and 6 railways. The existing structure needs to be better diagnosed with a purpose of ensuring stability and predictability of environmental costs in order to reduce structural risk, rational environmental management and to ensure the ecology of rolling stock and objects of railway transport infrastructure.

The paper is dedicated to the issues of Ukraine’s integration into the European Research Area (ERA) – a single research and innovation space open to the world and based on the internal market, which ensures the free exchange of researchers, scientific knowledge and technology. A comparative analysis of the institutional prerequisites for the creation of a single European research and innovation area has been conducted. The legislative basis of the European integration vector of Ukraine’s development in the science, technology and innovation sector is substantiated, while the flaws in the organisational and institutional support for euro-integrational reforms are identified. The idea and phases of ERA development are considered, the problems of implementing the Roadmap of Ukraine’s integration of into ERA are defined. The main European programs of scientific, technological and innovative cooperation are systematized and Ukraine’s participation in them is analysed. The case of cooperation between the Silesian Technological University «Silesian Polytechnic in Gliwice» and the Institute of Industrial Economics of the National Academy of Sciences of Ukraine is considered as a positive example of establishing collaboration in research and development between Ukrainian and European partner organizations. The authors propose the framework for creating institutional conditions that would ensure proper functioning and cohesion of the scientific, technological and innovative sector of Ukraine, as well as its effective integration to ERA in compliance with the strategic interests of international cooperation.
