Purpose: -The purpose of this paper is to compare performance measurement systems from the literature with current performance measurement approaches in practice to get a better understanding of the complex relationships between workplace change, added value and organisational performance.To be able to measure the added value of workplace change, a valid and reliable performance measurement system is needed to measure the impact of the work environment on organisational performance before and after the change. This paper compares performance measurement systems from the literature with current performance measurement approaches in practice in order to get a better understanding of the complex relationships between workplace change, added value and organisational performance. A second aim is to have a closer look at the appraisal of workplace change by the end users. Methodology: A review of the literature traced various performance measurement systems with different performance areas and Key Performance Indicators. Three case studies were conducted, two in Thailand and one in the Netherlands, to explore if and how these theoretical insights are applied in current practice. Due to the worldwide introduction of New Ways of Working, special attention is paid to employee satisfaction and perceived productivity support. Findings:Many performance criteria and KPIs from literature are used in practice. However, apart from the Balanced Scorecard no performance measurement system from literature is literally applied. Regarding most issues, none of the organisations conducted a comparison of the impact of their real estate on organisational performance before and after the change. In one case only both ex ante and ex post data were collected about the appraisal of change by the end users. Practical implications:The performance measurement systems that were found in theory and practice can be used as input to value adding management of facilities. Based on the findings a step-by-step procedure is presented to facilitate the selection of prioritised key performance indicators. Research limitations:The number of cases is limited. Additional case studies in depth are needed to get a wider picture of practice. Besides, still much work has to be done to operationalise the performance criteria.Originality/value: This research connects the concepts of performance measurement and adding value by workplace change with data from two different continents.

Abstract:In real estate markets where energy efficiency certificates are not mandatory, such as Santiago in Chile, incorporating solutions that respond to the growing demand for sustainability entails a natural tension between their acceptance as necessary measures and the way they are addressed by the market. Under this mechanism, sustainability attributes have been introduced that are communicated individually through real estate promotion. A methodology consisting of two approaches was utilized to investigate the cross-validation of attributes, in terms of supply and demand, and the evolution of them in 8255 real estate advertisements for the period 2012-2017. Their positioning was more evident in higher-value homes, where they were identified as consolidated attributes, while they are considered innovations at the lower end of the market. However, as evidence suggests, sustainability attributes decline in relative importance over time, ceasing to be considered marks of distinction. This suggests that this model should be reviewed from a public policy perspective, with the understanding that the current voluntary standards must compete with other attributes. At the same time, it is necessary to make progress in the improvement of the obligatory minimum standards with the objective of establishing a more demanding baseline that incentivizes competitiveness in the market.

ResumoO presente estudo realiza uma Revisão Sistemática da Literatura (RSL) para mapear métodos e pesquisas existentes sobre análise e avaliação de projetos habitacionais de interesse social, os quais possam ser aplicados como Avaliação Pré-Construção. O trabalho tem como motivação a constatação amplamente divulgada sobre a falta de qualidade arquitetônica e urbana em empreendimentos de habitação de interesse social, como os realizados pelo Programa Minha Casa Minha Vida, sobretudo na sua primeira e segunda fase. Nesse sentido, busca-se no estudo dos métodos de análise e de avaliação diretrizes que possam contribuir para melhorar a qualidade das relações urbanas nas habitações sociais no país. Destarte, o trabalho realiza uma RSL que tem como base os seguintes indexadores: a plataforma Scielo (Scientific Electronic Library Online), Scopus, Web of Science, Science Direct, o Google Scholar e a Biblioteca Digital Brasileira de Teses e Dissertações. Considerando os resultados, verifica-se que as publicações e estudos sobre esse assunto ainda são escassos na literatura analítica nessa área, de modo geral, faltam referências, protocolos e parâmetros para a avaliação de projetos e sua relação com o espaço urbano antes da etapa de construção, especialmente quando considerado o caso brasileiro. Vê-se, portanto, potencial para o desenvolvimento de pesquisas e do conhecimento metodológico no campo que denominamos como Avaliação Pré-Construção (APC), sobretudo quando considerada a demanda nacional por habitações destinadas à população de menor renda.Palavras-chave: Avaliação Pré-Construção.
