Sustainable Forest Management (SFM) has globally gained support as a strategy to use and manage forest resources while maintaining forest ecosystem services. However, type, relevance, and utilisation of forest ecosystem services vary across eco-regions, countries, and policy implementation pathways. As such, the concept of SFM is subject to a series of translations within the social-ecological context in which it is implemented. This article discusses translations of SFM in Caatinga biome-a tropical dry forest in the north-eastern semi-arid region of Brazil. Our analysis is based on a qualitative analysis of 24 semi-structured interviews and 30 documents. We discuss SFM and the interplay of resources, governance, and actors. Results for Caatinga show that (1) a technical approach to SFM that focuses on firewood and charcoal production is dominant; that (2) SFM implementation practices hardly address the needs and interests of local populations; and that (3) local actors show little support for the implementation of SFM. We conclude that the social-ecological context of Caatinga shapes translations of SFM mostly in a techno-bureaucratic rather than a socially embedded way. As a result, local practices of forest use are excluded from the regional SFM approach, which negatively affects its implementation.

Local forest management is essential for enhancing the sustainability of both communities' livelihoods and Reducing Emissions from Deforestation and Land Degradation (REDD+) projects. However, few studies have examined the impact of forest ownership and control on community engagement and the functioning of communities in a co-managing conservation initiative. This paper examines the influence of forest management on local participation and identifies the roles/functions of local communities in the Mount Cameroon National Park REDD+ conservation project. Cluster multi-stage random sampling was used to collect data from 259 respondents that were analysed using the chi-square, Mann-Whitney, t-test, Kruskal-Wallis, Jonckheere-Terpstra tests and NVivo. Results show that local communities have been involved in forest management practices before the establishment of the park. Communities support the establishment of a strict conservation zone and hope to promote local participation with a high expectation of benefits. Insecure tenure reduces project support and local engagement. Though communities massively support the initiative, engagement is low, and participants are not carrying out any tangible roles. They function mainly as manual labourers or mere committee members who only enforce rules/regulations within communities. Community-based natural resource management and integrated conservation and development projects have often not realised local expectations due to problems of application and impracticable legislation. Projects' failure may be avoided by involving communities in tangible roles/functions and developing an effective co-management approach or establishing community-owned and -managed forest projects. This paper examines the progress of REDD+ from an early stage to help inform proponents in adapting strategies that are geared towards appropriate satisfactory outcomes, especially for local communities, to prevent the early failure of the initiative.

ResumoUsualmente, o planejamento do turismo no Brasil segue a perspectiva normativa em sua execução. Este estudo propõe integrar a perspectiva actor-centered power ao planejamento a fim de elucidar quais são os atores sociais mais poderosos e quais são seus interesses no desenvolvimento turístico. Tal perspectiva é possível por meio da identificação desses atores e de sua relação com a coerção, a informação dominante e incentivos e desincentivos, categorias derivadas das abordagens de poder desenvolvidas por Krott. Para cumprir o objetivo proposto, realizou-se entrevistas mediante a técnica bola de neve. A hipótese de pesquisa é que o planejamento do turismo no Parque Estadual da Ilha Grande (Rio de Janeiro, Brasil) é direcionado pelos interesses dos atores sociais mais poderosos. Os resultados confirmam tal hipótese e demostram que há grande conflito de interesses entre ONGs, governo e administração da Unidade de Conservação. Usually, tourism planning in Brazil follows the normative perspective in its implementation. This study proposes to integrate the actor-centered power perspective with planning in order to elucidate which are the most powerful social actors and what are their interests in tourism development. Such perspective is enabled through the identification of these actors and their relation with coercion, dominant information, and incentives and disincentives, categories derived from the approaches to power developed by Krott. In order to achieve the objective, interviews were conducted by employing the snowball technique. The research hypothesis is that tourism planning in the Ilha Grande State Park (Rio de Janeiro, Brazil) is directed by the interests of the most powerful social actors. The results confirm such hypothesis and show that there is great conflict of interests between NGOs, Government, and the administration of the Conservation Unit.
