The recent outbreak of COVID-19 has been devastating for international tourism, adversely affecting destinations, organizations, and local communities. In particular, the crisis highlights the need for local communities reliant on rural tourism to enhance their resilience to the risks simultaneously generated by the pandemic and accelerating impacts of climate change. This is important as the effects of these hazards are intertwined and cannot be treated in isolation. We explore community responses and resilience through case study Quebrada Verde, Peru, a small rural community in the Andes Mountains. Specifically, we report on a qualitative examination involving in-depth semi-structured interviews and focus groups with key informants from the community, supplemented by relevant documentary analysis. Drawing on community resilience and social networks perspectives, we find that the community's preparedness to both threats is unbalanced. On one hand, the community eco-tourism system has developed sufficient tools to adapt to the temporary effects of COVID-19 derived from the community's self-organization skills and topophilia. Specifically, the community possesses a cohesive social structure, it has a solid cultural identity rooted in its customs and traditions, and maintains a social humour that enables it to see the positive aspects of adversity. On the other hand, the analysis of the measures towards strengthening the resilience to climate change delivers mixed results. In particular, the relationship that the community has built with other local organizations to successfully prevent and react to climate change is weak. Therefore, stronger efforts towards bridging this gap must be implemented in order to sustain the wider social network of such organizations, of which the community is a part. This would enable further development and implementation of appropriate risk management strategies to counteract climate change, enhancing the community's resilience of its eco-tourism system to this emergent threat. Importantly, this finding might be relevant to other local communities seeking to improve their resilience to COVID-19 and climate change.

Covid-19'un küresel ölçekte turizm sektörünü etkileyerek özellikle otel endüstrisi üzerinde ekonomik kayıplara sebep olduğu görülmektedir. Pandemi sürecinde tüketicilerin otel seçimlerini etkileyen faktörlerin bilinmesi otellerin uygulamalarını bu doğrultuda yeniden gözden geçirmelerine böylece söz konusu kayıpların giderilmesine katkı sağlayabilecektir. Bu kapsamda araştırma ile pandemi sürecinde tüketicilerin tatil satınalma davranışını etkileyen faktörlerin konaklama tesisi ve hizmetlerine yönelik tedbirler çerçevesinde değerlendirilmesi amaçlanmıştır. Araştırma kapsamında anket tekniğinden faydalanılmış olup araştırma 791 yerli turist ile gerçekleştirilmiştir. Pandemi sürecinde tüketicilerin tatil satınalma kararı üzerinde etkisine yönelik oluşturulan 5 hipotezden 4'ü desteklenmiş 1'i reddedilmiştir. Covid-19'a yönelik, tesisin Covid-19 tedbirleri, tesisin özellikleri, tesisin insan yoğunluğu ve tesisin hizmet uygulaması tüketicilerin tatil satınalma sürecinde otel seçim kararını etkilerken hizmet tercihlerinin bir etkisi olmadığı görülmektedir. Araştırmada pandemi koşulları dikkate alınarak tüketicilerin tatillerine ilişkin konaklama tesisi ve çevresine yönelik tedbirler önemli hale gelmektedir.

“…In the case of Australia, the restrictions on travel resulted in the reduction of the imported COVID-19 cases, as well as the delay of the emergence of the disease inside the Australian continent for up to one month more than the original estimations (Adekunle et al, 2020: 257-9). On the other hand, in the case of Greece, along with several other European countries, the first recorded cases of the pandemic were imported from other countries, which had already been affected by the disease (Pappas & Glyptou, 2021). This observation safely leads to the conclusion that migration, which bears the element of an infectious disease's diffusion, might be perceived as a security threat for the health sector of a state, in the context of health systems' resilience.…”

It is not to deny that the up-to-date literature has already discussed the emergence of forced human mobility due to the outbreak of health crises, owing to the latter's adverse socio-political effects on the intrastate or regional systems. However, the ongoing COVID-19 pandemic has been playing a crucial role in enhancing the research upon health crises and health securitization, hence, further recognizing their multidimensional character. Under these circumstances, this text attempts to estimate whether and to what extent the states will reconsider their agendas -in the post-pandemic era-in terms of more successfully managing health crises and associated migration, so as to respectively reduce the potential negative consequences in their internal systems.
