Abstract: Based on the Graph Model of Conflict Resolution (GMCR), a two-stage decision framework is developed to reveal the essence of brownfield incidents and facilitate the resolution of brownfield conflicts caused by the incidents. Disputes are very common and pervasive in brownfield redevelopment projects, in which multiple stakeholders or decision-makers (DMs) strategically interact with each other with a conflict of interest. The preference information of DMs involved plays a vital role in identifying possible outcomes or resolutions for resolving a tough brownfield conflict. In this research, a novel preference ranking technique is purposefully proposed within the graph model for conflict resolution (GMCR) paradigm to effectively and accurately garner DMs’ actual preferences, in which states are ranked according to their similarities and closeness to the most and least preferred states instead of subjective option statements or weights in traditional preference ranking methods. Finally, a real-world brownfield conflict which occurred in China is utilized to show how the proposed preference ranking method can be applied for conveniently obtaining the true preference information of DMs and strategically determining the equilibria of a given dispute. The case study indicates that the novel preference elicitation approach is more objective and reasonable than the traditional option prioritization method. Moreover, there exists an equilibrium which can provide strategic advice and meaningful insights for addressing the brownfield conflict.

Brownfields have been receiving significant attention all over the world because of their potential threats to the environment and public health. However, a funding shortage constitutes the main obstacle to the brownfield remediation (BR). In China, to ease financial dilemmas, the governments seek collaborations with private-sector companies, i.e., the Public Private Partnership (PPP) mode. Despite all the benefits, BR and PPP contain high risks, making stakeholders extremely cautious about investing in such projects. To support the decision-making process of the public and private parties, this paper designs a comprehensive approach to evaluate the risks of BR PPP projects in China. In more detail, several commonly used risk methods, such as TOPSIS, GRE, and FSE, are employed to construct a combined risk evaluation process, which applies multiple combined evaluation techniques to iteratively integrate individual results from those methods until a valid common result is achieved. To show the practical implementation procedure of the proposed combined approach, a hypothetical case study is performed to assess the risks of seven BR PPP projects. The analytical process also verifies that the consistency and reliability of the risk evaluation result can be achieved effectively and efficiently by jointly deploying multiple risk methods through combined techniques. The proposed decision framework facilitates a novel research idea in evaluating complicated risk situations, and can be applied to other similar scenarios where uncertainties and inconsistencies are inevitable.

Decision-Making Support for Housing Projects in Post-Industrial Areas

Post-industrial areas, despite often showing immense damage and high soil contamination, equally often stand out via many positive assets, displaying immense potential. Post-industrial areas, in most cases, commemorate the modernisation and development of a country’s market in urban space. It is expressed in surviving buildings and urban complexes, many of which possess high historical and aesthetic value. We reviewed the literature, identified gaps and demonstrated that this subject is relevant and topical. Insofar as analyses of the urban and architectural structure of post-industrial heritage and assessments of their potential use appear often in the literature, we found that scholars rarely discussed redeveloping post-industrial areas via housing projects. The publications, methods and tools we discussed lacked solutions that could support decision-making in redeveloping post-industrial areas into housing while accounting for the needs and requirements of all stakeholders. Our initial study was based on an online survey performed among a group of specialist experts with close ties to the Polish construction market. Due to the specificity of decayed and degraded areas, any action taken entails high risk and requires a broad range of analyses, which are often not carried out due to said specificity. The main focus of our study was to determine the need to develop a new tool and the necessity of accounting for aspects that directly affect housing projects to be sited in post-industrial areas. As a result, we demonstrated that Polish practitioners displayed a need for a tool to be developed that could aid in decision-making and assessing the potential of redeveloping post-industrial areas into housing areas and that would account for the legal, organisational, technical and economic aspects and that of market analysis.
