Global System for Mobile Communications for Railway (GSM-R) technology plays an important role on high speed railway communication; but the handover technique demands betterment in high speed railways. This paper enhances the handover algorithm for GSM-R technology by applying a newly proposed Dynamic Handover Margin Evaluation(DHME) technique that provides ping-pong effect free dynamic handover margin according to the vehicle speed, establishing a new Group handover algorithm which is inspired by Bully's Algorithm for coordinator selection. Bully's Algorithm for coordinator selection in distributed system is implemented here for user grouping to reduce the number of handover requests in mobile networks. So congestion is reduced in a particular BTS. This paper also proposes a priority handover scheme based on Guard Channel Method (GCM) suitable for GSM-R technology. Finally the paper by using MATLAB 7.0 analyses the handover request dropping rate for GSM-R by applying DHME and group handover algorithm, which results in the reduction of handover request dropping rate by 58% approximately.
