A risk analysis for floods and lahars: case study in the Cordillera Central of Colombia

Abstract: The glacier-covered Nevado del Tolima in the Colombian Cordillera Central is an active volcano with potential lahars that might be more hazardous than those on Nevado del Ruiz. Furthermore, rainfalltriggered floods and landslides notoriously and severely affect the region. For effective disaster prevention, a risk analysis is of primary importance. We present here a risk analysis methodology that is based on the assessment of lahar and rainfall-related flood hazard scenarios and different aspects of vulnerabil… Show more

“…A risk matrix more strongly weighted towards high risk classes (matrix a) can exert a dominant effect over socio-economic, while a more balanced risk matrix (b) quite obviously reduces the proportion of (very) high risk areas and gives higher weight to the effects of socio-economic development. Based on this analysis, a balanced risk matrix would probably be preferable; however, it should be underlined that the definition and choice of risk weighting is ultimately a task of policy and society and not science (Künzler et al, 2012).…”

“…Evans et al, 2009;Pierson et al, 1990;Terlien, 1997;Thouret et al, 1990;Vilimek et al, 2005). Studies that focus on policy relevant aspects such as hazard and risk mapping, or produce a basis for early warning systems are more rare but corresponding efforts have recently been strengthened (Huggel et al, 2010;Kü nzler et al, 2012;Schneider et al, 2014;Thouret et al, 2013).…”

“…Ibagué in Colombia (Thouret and Laforge, 1994;Künzler et al, 2012) and Yogyakarta in Indonesia (Lavigne, 1999) are all located in vulnerable zones as urbanization encroaches the slopes of their nearby volcanoes. During a large eruption, pyroclastic flows, surges, and heavy tephra fall represent immediate and substantial hazards.…”

“…the characteristics of flows measured by parameters such as volume, height, velocity and density, modulated by the return period (Vallance, 2000). Vulnerability encompasses the foreseeable consequences of hazards on people and the assets to be affected by any given hazardous phenomenon (Künzler et al, 2012). Determining potential losses requires identifying the key factors which generate vulnerability.…”
