Abstract:Wind is the most used renewable energy source (RES) in the European Union and Poland. Due to the legal changes in the scope of RES in Poland, there are plans to develop offshore wind farms at the expense of onshore ones. On the other hand, the success of an offshore wind farm is primarily determined by its location. Therefore, the aim of this study is to select offshore wind farm locations in Poland, based on sustainability assessment, which is an inherent aspect of RES decision-making issues. To accomplish the objectives of this research, PROSA (PROMETHEE for Sustainability Assessment) method, a new multi-criteria method is proposed. Like PROMETHEE (Preference Ranking Organization METHod for Enrichment Evaluation), PROSA is transparent for decision makers and is easy to use; moreover, it provides the analytical tools available in PROMETHEE, i.e., the sensitivity and GAIA (Geometrical Analysis for Interactive Assistance) analyses. However, PROSA is characterized by a lower degree of criteria compensation than PROMETHEE. Thus, it adheres in a higher degree to the strong sustainability paradigm. The study also compared the solutions of the decision problem obtained with the use of PROSA and PROMETHEE methods. The compared methods demonstrated a high concurrence of the recommended decision-making variant of location selection, from methodological and practical points of view. At the same time, the conducted research allowed to confirm that the PROSA method recommends more sustainable decision-making variants, and that the ranking it builds is less sensitive to changes in criteria weights. Therefore, it is more stable than the PROMETHEE-based ranking.

Achieving sustainable energy planning and development involves complex decision-making processes. The energy planning decision-making (EPDM) field relies on a plethora of decision analysis methods that offered many solutions to process a variety of energy management and strategic decision-making problems. However, current EPDM solutions are unable to overcome the increasing complexity of strategic energy planning situations involving a large number of stakeholders in uncertain, dynamic, and distributed environments. This raises significant new challenges for researchers in both decision sciences and renewable and sustainable energy planning. On the basis of a representative assortment of peer-reviewed related literature selected by querying multiple electronic databases and indexed in Scopus and Web of Science databases domain journals over the last 12 years, this paper exhaustively highlights and discusses limitations of existing strategic EPDM solutions. The analysis is based on a classification specially developed by holistically harmonizing important domain concepts to categorize the considered representative sample of the field of interest. Additionally, this paper integrates results and conclusions from some recent and most cited literature reviews to (i) formulate essential evidence as well as practical and conclusive literature's supportalongside with the formulated representative sample -to this paper's subsequent insights and statements, and (ii) guarantee that no relevant articles have been excluded. A total of 78 related works is gathered and analyzed to provide a general view and discussion on major complexities found in classical/traditional strategic EPDM solutions and challenges for next-generation EPDM solutions. Moreover, a comparative analysis of the two solutions and a set of "quality indexes" of a next-generation EPDM solution were identified and some proposals were made to improve future applicative research. As an original result coming from the "quality indexes" identified through the review process, an intelligent expert-based framework for next-generation EPDM solutions is developed for enhanced renewable and sustainable energy planning.

Data envelopment analysis approach to targeting in sustainable chemical process design: Application to liquid fuels

This paper presents a framework for combining data envelopment analysis with process systems engineering tools, aiming to improve the sustainability of chemical processes. Given a set of chemical processes, each characterised by performance indicators, the framework discriminates between efficient and inefficient processes regarding those indicators. We develop an approach to quantifying the closest targets for an inefficient process to become efficient, while preventing unrealistic targets by accounting for its thermodynamic limitations represented as mass and energy flow constraints. We demonstrate the capabilities of the framework by assessing a methanol production process with captured CO 2 and fossil-based H 2 , in comparison to ten alternatives. The methanol fuel is found to be suboptimal in comparison with other fuels. Making it competitive would require a significant (unrealistic in the short term) reduction in H 2 price. Alternatively, the methanol fuel could become competitive upon combining fossil-based H 2 with sustainably produced H 2 via windpowered electrolysis.
