A Review of Decision Making Under Deep Uncertainty Applications Using Green Infrastructure for Flood Management

Abstract: Decision making under deep uncertainty (DMDU) approaches are well‐suited for making decisions about infrastructure to manage flooding exacerbated by climate change. One important system for climate resilience and flood management is green infrastructure, which refers to a network of natural and semi‐engineered areas that provides ecosystem functions. Green infrastructure is often characterized as a low‐regret strategy with multiple co‐benefits under uncertainty. These attributes enable green infrastructure to … Show more

“…Deep uncertainty is mainly reflected in three aspects, including uncertain scenarios of climate change, uncertain consequences of decision making, and uncertain schemes of decision making. Due to the deep uncertainty of the changes, over- or under-adaptation can occur, leading policymakers and planners to make suboptimal decisions (Linstone 2004 ; Kwakkel et al 2016 ; Marchau et al 2019 ; Webber and Samaras 2022 ).…”

“…Some climatic models predict a greater intensity of rainfall in the region of the city of Sao Paulo for the coming decades; hence, it is extremely necessary to use urban forests as instruments to adapt the city to such scenarios. Some cities in the global North have expanded the cover of urban forests and have observed positive results [59,60]. In places with a vast hydrographic network, such as Sao Paulo, it is suggested to increase the number of water and waterfront parks, as they may attenuate the impact of rain extremes [61].…”

“…Another review of flood mitigation lies in water management, especially in the direction of policies in management is very necessary [9], and it is also very important to manage floods [10]. Flood management has been widely researched and evaluated by government agencies, academics, and the private sector.…”
