A Review of Air Pollution Control Policy Development and Effectiveness in China

Abstract: Upon economic booming and rapid urbanization, China has been suffering from severe air pollution problem. While the Chinese government strives to reduce emissions through numerous laws, standards and policy measures, rapid economic and social changes challenge policy design and implementation. Over time, control policies have been largely ineffective and air quality in the majority of the nation has not been significantly improved and even worsened in many urban areas. This chapter reviews the development of t… Show more

“…Short-term government policy research will help governments design targeted air pollution measures to achieve immediate results, but controlling air pollution also requires long-term institutional arrangements and the application of breakthrough technologies (Alvarez-Herranz et al 2017). In terms of medium and long-term policy measures, a series of environmental policies and targeted measures of the Chinese government have also achieved certain results (Chen and Li 2018). Macro environmental policies, such as the revision of Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution (APPCL2000), have improved air quality and total factor productivity in pollution-intensive industries (Li and Chen 2013).…”

“…Although reducing air pollution by declining industrial activities and traffic is an approach that policymakers and administrators follow, the effectiveness of this strategy in decreasing pollution risks is controversial [36]. Since urbanization and rising energy usage ultimately render ineffective air pollution management policies [37]. More so, lowering emissions does not directly reduce air pollution since different characteristics, such as topography and climatic factors, are also involved in air quality.…”

“…The results showed that state investment policies in research and development had positive but limited results, while university and industry research partnerships had a very positive indirect impact on PM2.5 levels [5]. Fiscal policies have a counterproductive effect, and among economic incentive policies, successful innovation and economic incentive policies create opportunities to invest in or develop alternative forms of production [6].…”

“…For example, China has implemented various laws, standards and policy measures to reduce emissions and control air pollution. However, over time, control policies have been largely ineffective, and air quality in most parts of the country has not improved significantly and has even worsened in many urban areas [5]. Fiscal policy can have counterproductive effects.…”
