A proposed groundwater management framework for municipalities in South Africa

Abstract: Groundwater is not being perceived as an important water resource and therefore has been given limited attention in South Africa. This is reflected in general statistics showing that only 13% of the nation's total water supply originates from groundwater. In contrast, most towns in arid areas depend on groundwater either as a sole supply or as an essential supply for drought management. The perception remains that groundwater is not a sustainable resource for bulk domestic supply and cannot be managed properly… Show more

“…The growing stresses upon groundwater resources and the awareness and interest in managing those resources sustainably have engendered a growing body of pertinent research (Jha et al, 2008;Riemann et al, 2012). There is also a growing reliance on groundwater for ''water supply'' around the world, although this function is threatened by groundwater over-exploitation, seawater intrusion, and water-quality deterioration (Stevanovic and Eftimi, 2010).…”

“…An environmental approach includes groundwater protection and management as described in the NGS. Protection is described as pollution prevention and remediation, both local government activities (Riemann et al, 2012) and includes protecting the aquifer from water quality deterioration, aquifer recharge reduction, and rehabilitation with respect to water quality. As previously discussed, the DWS currently conducts these activities only in relation to their wellfields.…”

“…The Groundwater Management Framework (GMF) is the outcome of a WRC-funded project on Groundwater Management Functions (Riemann et al, 2011). The GMF forms part of the Integrated Water Resource Management (IWRM) framework and must be seen in the context of other relevant guidelines and activities, such as catchment management, water conservation and demand management (WC/WDM), waste and wastewater management, water resource planning and management, and delivery of water services.…”
