A New Approach to Risk Evaluation and Management: Risk‐Based, Precaution‐Based, and Discourse‐Based Strategies1

Abstract: Our concept of nine risk evaluation criteria, six risk classes, a decision tree, and three management categories was developed to improve the effectiveness, efficiency, and political feasibility of risk management procedures. The main task of risk evaluation and management is to develop adequate tools for dealing with the problems of complexity, uncertainty. and ambiguity. Based on the characteristics of different risk types and these three major problems, we distinguished three types of management--risk-based… Show more

“…Above findings indicates that the rate of erosion and soil loss in the upstream is high due to lack of abstraction flood water. Flood hazard and risk based approaches have received increasing attention as a viable means to manage flood hazard assessment [31] [32]. Flood hazard, risk and vulnerability assessment examines the hazards that may affect a community in order to determine the risk that each hazard event poses to both the community as a vulnerable element in the community [33] [34] [35].…”

“…Moreover, when this normative approach is applied, the need for participation and communication between the various stakeholders, which has been raised by several authors (see e.g. IRGC, 2006;Klinke & Renn, 2002), needs to be highlighted. While communication and deliberation in general terms sometimes are treated as a panacea for improving the governance of risk (see Löfstedt & van Asselt, 2008), the use of the framework presented in this paper gives more specific clues regarding what needs to be communicated.…”

“…Table 2 outlines several risk classes and treatment strategies and TD concepts are emphasized for each risk class. At the same time, our current experience could be summarized in the statement of Klinke and Renn [16], "[...] most risks are characterized by a mixture of complexity, uncertainty, and ambiguity. Smoking may be a good example for low complexity and uncertainty but high ambiguity.…”
