A Model to Assess Open Government Data in Public Agencies

Abstract: Abstract. In this article a maturity model is proposed, named OD-MM (Open Data Maturity Model) to assess the commitment and capabilities of public agencies in pursuing the principles and practices of open data. The OD-MM model has a three level hierarchical structure, called domains, sub-domains and critical variables. Four capacity levels are defined for each of the 33 critical variables distributed in nine sub-domains in order to determine the organization maturity level. The model is a very valuable diagnos… Show more

“…According to [20] some countries have progressed beyond the mere access to data, where the Open Datahas shown that it not only produces significant changes in the public sector, but it generates synergies in innovation and entrepreneurship. In the Brazilian context, authors [4], argue as key benefits that can be achieved through OGD projects: greater promotion of citizenship, ability to develop new products and services from governments to society, greater efficiency for governments, among others.…”

“…They identified the following to be coordination challenges: inappropriate regulatory environment, fragmentation of open (big) data, unclear boundaries of responsibilities, lack of feedback on and discussion of data use, lack of interconnected processes and lack of standardized and planned processes. Therefore, Solar, Concha and Meijueiro (2012) proposed an open data maturity model to assess the commitment and capabilities of public institutions in pursuing the principles and practices of open data, which has a hierarchical structure consists of domains, subdomains and critical variables. Hyland and Wood (2011) provide a six-step guidance model that contains the steps to identify, model, name, describe, convert, publish data, and the reverse activity to maintain them.…”

“…En este sentido, Lee y Kwak (2011) han propuesto un modelo evolutivo que a través de distintas etapas intenta explicar la implementación del gobierno transparente. Un modelo similar pero basado en los datos abiertos -que se verán en el siguiente apartado-es el propuesto por Solar et al (2012), donde presentan 33 variables críticas para analizar debilidades y fortalezas de la apertura de datos gubernamentales.…”
