Outdoor Terraces in Barcelona and Milan: Configuration of New Spaces for Social Interaction

This work approaches the phenomenon of the outdoor terraces of bars and restaurants, analysing the role of these privately owned collective elements whose layout has shaped the urban landscape at the pavement level for more than a century, and whose presence has become essential in the streets of many cities after a pandemic. The research highlights the interest of terraces as dynamic elements of urbanity: private domains in the public space where people eat collectively; they are apparently simple units that synthesise complex conflicts between individual behaviours and property boundary conditions. The investigation shows the increasing expansion that outdoor terraces have experienced since 2020, using the cities of Barcelona and Milan as case studies. A series of GIS maps show the image of both cities before and after the pandemic, allowing us to evaluate the amount of public space allocated to terraces, measure their increase in number and surface, establish the proportions of occupation of the street and find the patterns of concentration in the public space. Finally, the article offers some policy and planning recommendations based on the research findings.

While the growing commodification of housing and public spaces in European cities is producing urban inequalities affecting mostly migrant and vulnerable populations, there are also manifold small-scale neighbourhood-based collaborative processes that seek to co-produce shared urban resources and contribute to more resilient urban developments. As part of the ProSHARE research project that investigates conditions in which <em>sharing</em> takes place and can be expanded to less-represented populations, we focus here on sharing and space-commoning practices within urban living labs. Considered multi-stakeholders sites for innovation, testing, and learning with a strong urban transformative potential, urban living labs have received increasing academic attention in recent years. However, questions related to whether and how labs facilitate processes of exchange and negotiation of knowledge claims and generate spatial knowledge remain largely unexplored. We address this gap by looking at the role urban living labs play in the regeneration of neighbourhoods, asking how sharing and space-commoning practices generate situated spatial knowledge(s) that can be used in planning processes, and what type of settings and methods can facilitate such processes. These questions are addressed in the context of four ProSHARE-Labs located in Berlin, Paris (Bagneux), London, and Vienna, drawing on a cross-case analysis of the functioning of these hubs, the research methods applied in each context, and on the translocal learning and possibilities for upscaling resulting from these parallel experiences.

The 4I4U project, which runs through 2022, aims to engage the community of citizens made up of students between the ages of 15 to 23 in the urban mobility of the future while empowering them to become actors of change who can participate in the development and evolution of their city. Led by a European Consortium composed of two cities, Barcelona in Spain and Toulouse in France, as well as education entities from high school to universities and clusters of companies in the field of urban mobility, and co-funded by the EIT Urban Mobility, the main objectives of 4I4U focus on raising awareness among young citizens in the context of urban mobility, developing their capabilities to become actors, highlighting their needs and finally creating a methodology and an environment that help students from ideation to action for the mobility of the future. The objectives of 4I4U are achieved by planning a set of seminars, round tables and brainstorming sessions to raise awareness or understanding of different aspects of urban mobility. To move from ideation to action, small groups of students design and produce a first ideation to understand and be able to project themselves into the proposed solution. This activity will be carried out under the mentoring of cities and industrialists, using the means of training institutions.
