At present, China is the world's largest energy consuming country and industrial manufacturing country, especially industrial enterprises are the main energy consumers. The steel industry occupies an important position in China's national economy, and has the characteristics of high energy consumption, high pollution and high emissions. Therefore, based on the perspective of energy management, this paper selects 54 large-scale steel companies from China Iron and Steel Association from 2009 to 2017 as a sample, and applies the SBM super-efficiency model that includes undesired output and the differences-in-differences (DID) method to explore the impact of companies implementing energy management systems on corporate performance. The empirical results show that: the implementation of energy management system has a positive impact on enterprise performance. Moreover, the impact of energy management system on economic performance is greater than that on environmental performance. Through the analysis of regional heterogeneity and ownership heterogeneity, it is further found that the implementation of energy management system in eastern region enterprises and stateowned enterprises has a more obvious impact on enterprise performance. The results of this paper can encourage those managers who want to apply energy management system in enterprises to achieve sustainable development, so as to improve the efficiency and results of energy management.

Specification of Energy Assessment Methodologies to Satisfy Energy Management Standard Harish KannegantiEnergy management has become more crucial for industrial sector as a way to lower their cost of production and in reducing their carbon footprint. Environmental regulations also force the industrial sector to increase the efficiency of their energy usage. Hence industrial sector started relying on energy management consultancies for improvements in energy efficiency. With the development of ISO 50001 standard, the entire energy management took a new dimension involving top level management and getting their commitment on energy efficiency. One of the key requirements of ISO 50001 is to demonstrate continual improvement in their (industry) energy efficiency. The major aim of this work is to develop an energy assessment methodology and reporting format to tailor the needs of ISO 50001. The developed methodology integrates the energy reduction aspect of an energy assessment with the requirements of sections 4.4.3 (Energy Review) to 4.4.6 (Objectives, Targets and Action Plans) in ISO 50001 and thus helping the facilities in easy implementation of ISO 50001.iii

When the input signal and the output value of the object of control cannot be measured accurately, the state vector is estimated. The instrumental variables (IVs) method is a commonly used parameter estimation method [1-10]. The task of adaptive observation is to create state observers containing parameter estimators. In adaptive observers, the matrices A and b or c (depending on the chosen canonical state-space representation form) are assumed to be unknown. In the monitoring process, parameter estimation is performed, the unknown matrices are determined, and then the state vector is calculated. The paper aims to present a non-recurrent adaptive observation algorithm for SISO linear time-invariant (LTI) discrete systems. The algorithm is based on the instrumental variables (IVs) method, and the adaptive state observer (ASO) estimates the parameters, the initial and the current state vectors of the discrete system. The algorithm's workability and effectiveness are proved by using simulation data in MATLAB/Simulink.
