The present study analyzes how the relation between the contextual, structural and instrumental dimensions of governance influence the evolution of productive agglomerations in the segment of gems and jewel. Method: Qualitative-descriptive research was, therefore, undertaken, applying the multiple case study method on two clusters. Originality/Relevance: The research fills the gap found in the research on clustering and systems dynamics and with the prospect of obtaining more reliable results on the evolution of the cluster's trajectory. Regarding the systemic view of agglomerations, especially around the topic of governance, there seems to be space for a research that involves multiple variables. Results: In both cases, the existence of natural resources was fundamental for the flow of incentives from the public authorities and the support institutions, and for the definition of scope and cooperation, which resulted in positive results for the participants. Over time, it was seen that the perception of limited collective benefits on the part of the players and the weak coordination resulted in the formation of subgroups, with specific interests. Theoretical/methodological contributions: The study employs a system dynamics approach, that highlights a non-linear relation between elements of a system, since this approach has had limited application in existing studies on the governance dynamics of productive agglomerations. The empirical results confirm the influence of the dimensions of governance on the evolution of the agglomerations, demonstrated by the relationships between the elements that compose them, which can inform the construction of scenarios for designing and anticipating future trajectories of productive agglomerations.

Resumo: Estudos tem mostrado que, nas aglomerações produtivas, a proximidade geográfica das firmas não é suficiente para determinar crescimento da região. A literatura tem apontado para a necessidade de mecanismos de coordenação que viabilizem a articulação interfirmas e a eficiência coletiva. Nesse sentido, o objetivo foi analisar e comparar as ações de governança dos arranjos de gemas e joias dos Estados do Pará e Rio Grande do Sul. A pesquisa se baseou em um estudo de casos múltiplos, com realização de 23 entrevistas com atores relevantes das localidades, aliada à análise documental. A fase de análise contou com a utilização de técnicas de análise de conteúdo. A despeito dos casos investigados se situarem em regiões opostas do país, contatou-se muita similaridade na governança dos dois arranjos, principalmente na primeira fase das trajetórias. Na segunda fase, constatou-se aumento nos mecanismos de controle e maior centralização da gestão no arranjo do Pará. Palavras-chave:Governança. Microgovernança. Aglomerações produtivas. IntroduçãoOs estudos que se dedicam à análise do processo de aglomeração de empresas comumente priorizam apontar as vantagens competitivas oriundas da concentração geográfica (Marshall, 1982;Banwo, Jianguo & Onokala, 2017). Entretanto, não são poucas as pesquisas que mostram que as externalidades positivas decorrentes da proximidade geográfica não são suficientes para a obtenção de benefícios e expansão das firmas instaladas em um mesmo território. Outros mecanismos parecem se mostrar necessáriosações conjuntas, por exemplo -, para que as aglomerações produtivas possam apresentar um movimento virtuoso de crescimento, superando os estágios iniciais de formação e as características de arranjos produtivos informais ou de sobrevivência (Mytelka & Farinelli, 2000).Nesse contexto, o termo governança ganha significado especial, tendo em vista que o pressuposto é que esses arranjos se baseiem na complementariedade de recursos, na confiança entre as partes envolvidas e na articulação de diferentes organizações em torno de objetivos comuns. Essas relações demandam mecanismos adequados de coordenação que viabilizem a articulação interfirmas e a eficiência coletiva (Cario & Nicolau, 2012;Queiroz, 2013), ou seja, ações conjuntas que gerem vantagens às empresas, pouco prováveis de serem obtidas de maneira isolada (Schmitz, 1995(Schmitz, , 1997 Em uma aglomeração de empresas, a governança significa a articulação entre vários atores públicos e privados, bem como os elementos estruturais e processuais que, em conjunto, afetam a coordenação dos esforços e recursos individuais em um âmbito de ação Entendido dessa forma, parece que o funcionamento de uma aglomeração produtiva é afetada diretamente pelo sistema de governança que nele opera, assim como a sua dinâmica pode influenciar na adoção de determinadas formas de governança.
