The deployment of digital systems in the delivery of public services by the Government of Botswana has seen an increase in the generation of digital records. Without preservation efforts over time, the continued availability of digital records is not guaranteed. The reverse side of this is that a focused records preservation regime ensures access to and accurate digital records in the long term, regardless of the challenges of media failure and technological change. Lack of an adequate legal and policy framework on digital material preservation; gaps in human resources in terms of knowledge, skills, and competencies to drive digital material preservation; lack of appropriate standards for digital records preservation; and limited collaborative efforts towards digital records preservation are some of the challenges in digital records preservation in Botswana. Despite these challenges related to digital records preservation, developing countries in Africa are increasingly embracing the use of cloud computing technology for the management and preservation of digital records due to its benefits. In the developed world, cloud computing has matured into a viable option for the management and preservation of digital records. This study utilised a review of literature, supplemented by document analysis, to propose a framework for digital preservation of records in the cloud in the context of e-government in the Botswana public sector. It is guided by concepts from the Policy, Strategy and Resources troika model as a lens to frame the study. The model provides the key elements of policy, strategy, and resources as necessary for the preservation of records in Botswana’s public sector, using cloud computing as a platform. The proposed framework for the preservation of digital records may benefit public sector organisations that endeavour to adopt cloud computing for records preservation.

Due to the recent advances of Internet and information technologies, massive quantity of archive data gets generated and it becomes difficult to handle it using conventional techniques. Archive management is the field of management related to the maintenance and utilization of archives, once they have been sent from the client to the repository. The drastic increase in the size of archive data necessitates effective storage schemes, which can be accomplished by the use of data compression approaches. Generally, data compression techniques are used for reducing the count of data being saved from a system or network without compromising the data quality. With this motivation, this study designs an effective archive storage system with a compression approach for network management (EASS-CANM). The major intention of the EASS-CANM technique is to archive the textual and image data effectively in its compact form in order to reduce the storage area. In the context of archive management, the EASS-CANM technique might be considered a successful instrument. The proposed EASS-CANM technique involves a two-stage process: textual data compression and image compression. At the initial stage, neighborhood indexing sequence (NIS) with the Prediction by Partial Matching (PPM) technique was applied for textual data compression. Secondly, fruit fly optimization (FFO) with modified Haar wavelet (MHW) is used for effective image compression where the optimal threshold selection process takes place utilizing the FFO technique. We improved the Haar wavelet filtering process in order to preserve higher image quality and clarity (MHW). With the introduction of MHW, a new transformation is made possible, allowing for improved compression outcomes as well as improved PSNR and CR values. In order to demonstrate the improved outcomes of the EASS-CANM approach, a series of simulations are performed utilizing a benchmark dataset. The experimental results reported the supremacy of the EASS-CANM technique on existing approaches. The benchmark dataset is used to conduct a wide range of studies to see whether the EASS-CANM approach improves archival efficacy. According to the full comparative result analysis, the EASS-CANM strategy is more effective than existing approaches in terms of numerous evaluation criteria. Therefore, the EASS-CANM technique can be used effectively in the administration of archives.

Purpose The purpose of this study is to review the literature on digital content management (DCM) published between 2001 and 2021, as well as to provide insights and research directions for the future. Design/methodology/approach This study followed the systematic literature review framework PRISMA for reviewing existing literature on DCM. The PRISMA checklist helps the researcher in refining the reporting of the review paper. Data was collected from Scopus and Web of Science (WoS) databases. A total of 136 documents were selected for analysis from Scopus and WoS. Findings Based on current papers, this study attempted to discuss some key DCM trends and themes. Seven themes have been identified in the literature: virtual reality and its implications on DCM; personal DCM; microservices based DCM; model for DCM; DCM using Bluetooth Low Emergency technology; DCM software; and DCM codification. This study identifies influential authors, top contributing countries, top contributing institutions, most cited papers, most common title words and contributions by fields. Originality/value The findings of this study, as well as future research projects, open the path for more research and contributions to the field.
