Public transport modernisation policies in relation to mega events are increasingly prone to ready-made planning solutions and the application of globally recognised best practices. Locally, the implementation of global transport solutions is usually promoted as a unique window of opportunity, which should finally contribute to the greater good of city societies through smooth traffic flows and better service quality. In contrast to this frictionless narrative, the article refers to the empirical case of transport reforms in Volgograd, Russia, prior to the FIFA World Soccer Championship in 2018 and shows how poorly conceived transport modernisation policies can have a detrimental impact on local citizens. Concretely, it builds on the local attempt to replace a commercial minibus system with an insufficient public–private partnership-based bus network and develops an argument that the public transport reform was doomed to fail as local stakeholders remained excluded from decision making. Deriving from the empirical case, a pragmatist perspective on transport modernisation policies as urban issues of concern is introduced to examine how hegemonic governance tactics are effectively silencing crucial publics at stake, rendering voices of contestation marginalised. Lastly, it will be argued that public transport reforms in Volgograd, although contested and subversively undermined, challenge idealistic notions of public space, while they provide scope for experimental practice based on implicit local knowledge and cooperation in mobile space.

The article provides proposals for improving the efficiency of traffic management using geoinformation data. The objective of the research is to identify promising areas of research to develop single approaches to assessing quality, dependability, and efficiency of traffic management using relevant criteria.The authors reviewed these criteria from the point of view of regulatory documentation and noted the possibility of using models of urban road networks to find optimal modes of managing traffic at minimal cost. Since previous studies showed the lack of single approaches and clear criteria for optimising traffic management, it was proposed to comprehensively consider the possibility of assessing traffic not only from a technical point of view, but also from the point of view of approaches used in management theory.As a tool of assessment of the efficiency indicators of traffic management, a time cost function was proposed, which is the sum of the time costs for all the road users. Increasing the efficiency of traffic management is achieved by minimising this function. It is also noted that when the time cost function is reduced, the material costs of road users, such as fuel costs, are reduced.Having examined the principles of functioning of road traffic in other countries, the authors identified two approaches to management of traffic on the road network: mechanistic and organic ones. Mechanistic approach presupposes strict respect of the rules by all the road users, while organic one presupposes the ability to deviate from the rules. The authors presented examples of selforganisation of traffic on sections of the road network of the city of Irkutsk, which is an example of application of an organic approach to organising traffic in Russia.The article results in development of several promising areas of research, due to which uniformity of approaches to selection and formation of requirements for indicators of depedability, quality and efficiency of traffic management can be achieved.

This work analyzes experimental results of traffic control of unmanned vehicle convoy (UMV) with manned master vehicle in Russian road climatic environment. The problem of obstacle avoidance in driving lanes and position stabilization on preset motion path is reduced to the problem of dynamic stabilization of state variables. Its solution is aided by virtual data sensors requiring for minimum configuration of engineering tools. Relative positions of vehicles are determined by algorithms of combined data processing of navigation systems and machine vision which make it possible to solve this problem without visible road markings and radio vision for satellite navigation. Experimental results show that the developed control algorithms of UMV convoy are capable to solve the problem of its dynamic stabilization in actual traffic environment. The developed control algorithms of traction, braking, and path provide efficient operation on all types of surfaces including slippery roads. Scientific novelty of this work is comprised of experimental verification of efficiency of the developed solutions for advanced unmanned vehicles in Russia.
