Abstract

1 Este artigo resume o relatório preliminar de uma pesquisa realizada entre 1977 e 1978, financiada pela Secretaria de Modernização e Reforma Administrativa -SEMOR/SEPLAN sobre as relações entre a estrutura organizacional e renovação das elites burocráticas do sistema estatal descentralizado (nível federal). O universo empírico consta dos ocupantes dos cargos de primeiro e segundo escalões de 118 agências estatais no período 1945-74.
