Purpose This study aims to examine the usefulness of trust in e-government to influence the use and success of e-government services within the context of the information system (IS) success model and public value theory. Design/methodology/approach The study proposed a conceptual model comprising 17 hypotheses tested using structural equation modelling-partial least squares. Data was collected through a structured questionnaire from 369 e-government users from Nigeria. Findings The results show that trust in e-government is directly influenced by all information quality, service quality and actual use. Also, trust in e-government predicts the public value of e-government, among other variables. Trust in e-government mediates the relationship between the quality dimensions and the public value of e-government. Also, the quality dimensions predict the actual use and user satisfaction with e-government. The most significant effect was established in the relationship between trust in e-government and the public value of e-government. Research limitations/implications This study used a targeted and small sample size compared to the teledensity of Nigeria, limiting analysis that might influence the relevance of the variables’ relationships. Other individual characteristics such as self-efficacy and access to information and communication technologies (ICT) and digital literacy were not included in the study. Practical implications It is expected that public service managers and ICT implementers would learn and take advantage of the system’s strengths and limitations and resolve expectations to enhance its value. Originality/value This study extended the DeLone and Mclean IS success model to incorporate public values as the net benefits of e-government. The public value of e-government was treated as a second-order construct.

The work is dedicated to the analysis of criteria used to assess the effectiveness of public information systems to meet the demands of citizens for government services in the digital form. This work presents a methodology for assessing the priority of projects to create, maintain and upgrade government information systems. The groups of criteria based on qualitative and quantitative indicators are proposed, as well as a methodology that allows comparing information systems in order to identify unclaimed and ineffective government information systems. Qualitative criteria are determined by experts or as a result of surveys and quantitative criteria are statistical data. This paper proposes the use of machine learning methods to identify the relationship between qualitative indicators and metrics of information systems.

Purpose This study aims to consider the capabilities of information technology as a basing dimension in the success of systems that provide electronic services as an e-government system. This study will focus on the role of IT capabilities in e-government system success by proposing a model based on the integration of the updated DeLone and McLean model is (D&M) with the unified theory of acceptance and use of technology is (UTAUT) model, which includes seven variables, namely, IT capabilities, information quality, system quality, performance expectancy, effort expectancy, perceived support quality and e-government system usage. Design/methodology/approach A conceptual framework was built across a review of the literature and the results of studies of IT capability and e-government systems success has developed the study model. As the causal approach was adopted to test the model of the proposed study. Survey data collected from 765 respondents who use the e-government system in Iraq. Also, a regression approach has been used to test the study model. Findings The results revealed that IT capabilities and the factors included in the “the updated (D&M) and (UTAUT) model” as important forecasts in the success of e-government systems. In another word, the proposed model provides managers with a new perspective to deal with the adoption of the e-government system by introducing a new variable “IT capabilities,” to provide decision-makers with a new approach in determining factors of e-government success. Research limitations/implications The government must develop their policies in line with e-government services to maximize the benefits accrued from e-government services. Where the main determinants in this study were the age group of the sample and the Arab environment for this study. Originality/value This study is the first in Iraq as a developing country and one of the few in e-government that considers IT capabilities as a basing dimension in e-government success by proposing a comprehensive model that sums the factors related to such a relationship. Its value stems from its sample of public users and the support of its proposed framework.
