The European Union (EU) is a novel political entity in many respects. For example, instead of the monolithic political structure of nation-states, it features a layered structure and a 'variable geometry'. This institutional complexity has been interpreted as an indicator of the EU being a post-modern political system. This article inquires whether the EU's institutional post-modernness is accompanied by a post-modern identity. I argue that an investigation of collective identity requires a reconstruction of how a community is imagined. As metaphors are the principal linguistic means of our imagination, I reconstruct the imaginations of the European community by analyzing its metaphorizations. How do the metaphors of EU enlargement construct European identity? It can be shown that in the German EUenlargement discourse of the 1990s, European identity was hardly constructed in a post-national/post-modern way. Rather, European identity was imagined much like a modern national identity.

The authors gratefully acknowledges the support of the EU FP7 large-scale integrated research project GR:EEN Global Re-ordering: Evolution through European Networks, European Commission Project Number: 266809Since the Single European Act the EU has brought many 'public' policy sectors characterised by heterogeneity under the umbrella of the Single Market. Consequently, some of the tools employed to shelter these sectors from supranational governanceunanimous decision-making, limited Commission competence, and 'ring fenced' national regimes -are no longer fully relevant. The member states and the Commission have therefore developed a series of additional measures to accommodate heterogeneity. The central questions here are: as integration proceeds, what can member states reasonably demand in order to safeguard their interests? And, how can the Commission offer the necessary flexibility? The literature on policy implementation and differentiated integration provides a point of departure for generalisations about changes to mechanisms of intergovernmental governance. The present paper uses developments in the EU gas sector to explore and elaborate how the adoption of new measures changes the mechanisms of intergovernmental governance.

Der Artikel beschreibt die Bildung und den Wandel politischer Institutionen in europäischen und nordamerikanischen Grenzregionen im Laufe des 20. Jahrhunderts und liefert damit einen Beitrag zur Diskussion um ein Regieren in vernetzten bzw. entgrenzten Räumen. Nach einem ersten theoretisch-konzeptionellen Teil wird gezeigt, dass spätestens seit den neunziger Jahren die nationalen Exekutiven ihre gate-keeper-Rolle verlieren und dass subnationale Akteure bei einer Vielzahl von neuen Institutionen inzwischen immer unabhängigere Rollen einnehmen. Das Strukturmuster der Interaktion wechselt damit zwar von formalen Hierarchien zu Netzwerken. Ein Wandel der governance-Form von Hierarchien zu Netzwerken kann damit allerdings kaum postuliert werden, denn hierarchische Interaktionsmodi konnten auch früher nicht festgestellt werden. Verändert hat sich aber die institutionelle Logik der Konsenssuche. Während in den älte-ren Institutionen eine technokratisch-deduktive Logik vorherrschte, führen in den jüngeren Institutionen eine symbolisch-induktive Logik (vor allem in Europa) sowie rationalistisch-evolutionäre und diskursiv-konstruktivistische Logiken (vor allem in Nordamerika) zum kooperativenHandeln in grenzüberschreitenden Regionen. Auch bezüglich der diskutierten "Deterritorialisierung" von politischen Räumen ergeben sich deutliche Unterschiede zwischen den Kontinenten: während in Europa auch die neueren Institutionen einer Logik der "spaces of place" folgen, orientieren sich die Kooperationsformen in Nordamerika deutlich stärker an einer Logik der "spaces of flows".
