A case study of cost-efficient staffing under annualized hours

Abstract: We propose a mathematical programming formulation that incorporates annualized hours and shows to be very flexible with regard to modeling various contract types. The objective of our model is to minimize salary cost, thereby covering workforce demand, and using annualized hours. Our model is able to address various business questions regarding tactical workforce planning problems, e.g., with regard to annualized hours, subcontracting, and vacation planning. In a case study for a Dutch hospital two of these bu… Show more

“…On the other hand, heterogeneous labour considers different types of employees. In a paper by van der Veen et al (2015), employees were considered with different skill sets and different contract types, while Goodale and Thompson (2004) considered individual employees with different productivity levels. Karam et al (2017) developed a model where the skill of the workers is measured by their efficiencies and, thus, affects their execution times of the tasks.…”

“…Many authors worked with deterministic demand, like , , Hung (1999a), Hung (1999b), Sureshkumar and Pillai (2012), Sureshkumar and Pillai (2013), and Van der Veen et al (2014), and stochastic demand is assumed in Lusa and Pastor (2011). In the real world, demand is uncertain and cannot be precisely known.…”
