Aim Gambling harm is a serious public health issue affecting the health, financial security, and social well-being of millions of people and their close relations around the world. Despite its population health implications, gambling harm is not typically viewed and treated as a public health policy issue. This paper critically reviews the evolution of the public health perspective on gambling harm. It also considers how gambling harm can be operationalized within a public health model. Methods A critical historical review of the emerging public health perspective on gambling harm was conducted. Key documents covering three decades of development were reviewed and appraised through a process of deliberation and debate over source impact in the fields of research, policy, and programming internationally. Results The first decade mainly focused on identifying gambling harm and framing the public health issue. The second decade featured the expansion of health assessment and emerging areas of policy and program development. The third decade saw an increased focus on public health frameworks that advanced understanding of harm mechanics and impact. As reflected by the essential functions of a general public health model, gambling harm prevention efforts emphasize health promotion over other key functions like health assessment and surveillance. Conclusion Gambling harm is a public health issue requiring greater attention to health assessment and surveillance data development.

In Europe, gambling policy is conditioned by different administrative levels, including national authorities and the EU, as well as institutions of the European Economic Area (EEA). The legal framework of the EU/EEA requires Member States to pursue evidence‐based policy. The current scoping review focuses on what kind of policy research is available on gambling in the European context to support evidence‐based policy. We searched three scientific databases for research literature on gambling regulation and policy in the European context. The final sample consists of 88 papers. We analysed the corpus with Term Frequency‐Inverse Document Frequency mapping, and, narratively, by applying the policy cycle phases (agenda‐setting, formulation, adoption, implementation, and evaluation). Overall, the results show that gambling policy research is a growing field in Europe, and the policy cycle describes the available literature amply. The largest part of the existing research concerns the evaluation phase, while the formulation and implementation phases are under‐represented. The findings are discussed in terms of the main outcomes, as well as in terms of the gaps in the existing research.

ZusammenfassungGlücksspiele zeichnen sich unter anderem durch ihren zufallsbasierten Spielausgang aus. Im Fokus des vorliegenden systematischen Reviews steht die Frage, ob Sportwetten als Glücksspiel einzustufen sind oder alternativ ein Geschicklichkeitsspiel darstellen, bei dem bestimmte Kompetenzen der Spielteilnehmenden bei der Vorhersage von Sportereignissen maßgeblich zum Tragen kommen. Im Zuge einer systematischen Literaturrecherche konnten insgesamt 9 Tippstudien gefunden werden, welche die Einschlusskriterien erfüllten, und in denen verschiedene Personengruppen gegeneinander und/oder gegen den Zufall auf den Ausgang realer Spielereignisse wetten. Nahezu alle Studien zeigten, dass gewisse Kenntnisse, Fähigkeiten oder Fertigkeiten beim Sportwetten keine bedeutsame Rolle spielen. Dieser Sachverhalt gilt unabhängig von der Sportart, dem konkreten Sportereignis oder bestimmten Studienparametern. Entsprechend sollten Sportwetten im rechtlichen wie politischen Sinne zur Kategorie der Glücksspiele zählen und die entsprechenden Maßnahmen des Jugend- und Spielerschutzes aus dem Glücksspielbereich greifen. Ein zentrales Ziel besteht dabei in der Vorbeugung der Entstehung von kognitiven Verzerrungen wie Kontrollillusionen bzw. dem Irrglauben, beim Sportwetten durch die eigene Expertise Geld verdienen zu können.
