Think tanks in competitive authoritarian regimes are implicitly if not explicitly oppositional, producing and disseminating research critical of government policies and elite behaviour. Existing literature asks how and why such think tanks emerge and survive, and if they exercise real influence. This paper asks if anyone actually reads their critical research. Focusing on two cases in Mozambique – the Instituto de Estudos Sociais e Económicos (IESE) and the Centro de Integridade Pública (CIP) – three original data sets are examined: (1) citations in the bibliographies of end-of-programme theses of undergraduates in the political science, public administration, economics, and/or sociology departments of two of Mozambique's most important universities; (2) websites and Facebook activities – visits, downloads, etc.; and (3) citations in academic journals that publish on Africa. Findings show evolving demand for these think tanks’ research, suggesting their growing status within Mozambique and, by implication, within civil societies of similar competitive authoritarian regimes.

Bütçe teorisi, yirminci yüzyıla geleneksel bütçe dahil, tam altı bütçe sistemi sığdırmıştır.Ortalamada yaklaşık her onyedi yılda bir yeni bütçe sistemi anlamına gelen bu durumun esas itibariyle üç nedeni vardır: Birincisi, "bütçe hakkı" kavramının bu yüzyılda, ekonomik konjonktürdeki değişimlere duyarsız biçimde ve maliye politikası hakkı aleyhine, katı yorumlanmasıdır. İkincisi, bu yanlış yorumda ve liberal söylem kaynaklı klasik bütçe ilkelerinde ısrar edilmesi sonucu, kamu bütçesinde görülen yapı, araç ve amaç uyuşmazlıklarıdır. Bu uyuşmazlıklar "tek bütçe sistemi baskısında" cisimleşmiş ve bu yüzden ekonomik öncelikler değiştikçe, bütçe sistemleri de değişmiştir.Üçüncüsü ise, bahsedilen uyuşmazlıkların yapısal biçimde ele alınmaması ve bu yüzden bütçe sistemlerinin ekonomik konjonktürü takip etmekte geç kalması anlamında ortaya çıkan "sistemik gecikme"dir. Sürecin nihai merhalesi olan Performans Esaslı Bütçeleme de bu uyuşmazlıkları yapısal olarak kavrayamadığı için, kuramsal açıdan ve uygulamada sorunlara sebep olmaktadır.

An assessment of the effects of the Sector Oversight Model on the performance of members of the KwaZulu-Natal Legislature was accomplished through data collected from a sample of sixty members of the legislature and full-time government officials. The objectives of the study were to evaluate the implementation of the Sector Oversight Model within KwaZulu-Natal Legislature, to evaluate the impact of the Sector Oversight Model on management capabilities of members, to assess the effect of the Sector Oversight Model on provincial departments' accountability, and to provide possible recommendations to the members of the KwaZulu-Natal Legislature and other relevant stakeholders. The literature review defined oversight and accountability and dealt with their inter relationship in relation to holding the executive arm of government accountable.
