ABSTRACT. This study investigates how federal, state, and private corporate forest owners in a fire-prone landscape of southcentral Oregon manage their forests to reduce wildfire hazard and loss to high-severity wildfire. We evaluate the implications of our findings for concepts of social-ecological resilience. Using interview data, we found a high degree of "response diversity" (variation in forest management decisions and behaviors to reduce wildfire losses) between and within actor groups. This response diversity contributed to heterogeneous forest conditions across the landscape and was driven mainly by forest management legacies, economics, and attitudes toward wildfire (fortress protection vs. living with fire). We then used an agent-based landscape model to evaluate trends in forest structure and fire metrics by ownership. Modeling results indicated that, in general, U.S. Forest Service management had the most favorable outcomes for forest resilience to wildfire, and private corporate management the least. However, some state and private corporate forest ownerships have the building blocks for developing fire-resilient forests. Heterogeneity in social-ecological systems is often thought to favor social-ecological resilience. We found that despite high social and ecological heterogeneity in our study area, most forest ownerships do not exhibit characteristics that make them resilient to high-severity fire currently or in the future under current management. Thus, simple theories about resilience based on heterogeneity must be informed by knowledge of the environmental and social conditions that comprise that heterogeneity. Our coupled human and natural systems (CHANS) approach enabled us to understand connections among the social, economic, and ecological components of a multiownership, fire-prone ecosystem, and to identify how social-ecological resilience to wildfire might improve through interventions to address key constraints in the system. Our methods underscore the importance of looking beyond the present to future trajectories of change to fully understand the implications of current natural resource management practices for adaptation and social-ecological resilience to natural disturbances.

Forest management for carbon sequestration is a low-cost, low-technology, relatively easy way to help mitigate global climate change that can be adopted now while additional long-term solutions are developed. Carbon-oriented management of forests also offers forest owners an opportunity to obtain a new source of income, and commonly has environmental co-benefits. The USA is developing climate change policy that recognizes forestry as a source of offsets in carbon markets, and the emissions trading programs and standards that have developed to date offer opportunities for afforestation, reforestation, reduced emissions from deforestation and forest degradation, and improved forest management projects. Private forest owners are key players in carbon markets because they own over half of the forest land in the USA and carbon offsetting from public forest land is rare. However, a number of environmental, economic, and social constraints currently limit carbon market participation by forest owners. Key issues include: the low price of carbon and high cost of market entry; whether small landowners can gain market access; how to meet requirements such as management plans and certification; and whether managing for carbon is consistent with other forest management goals. Fragmentation is a disruption in the connectivity of landscapes. The aims of this paper are (i) to quantitatively assess the fragmentation rates in three landscape units located in a hydrocarbon basin, and (ii) to model their behavior between 2001 and 2013 using landscape metrics at different scales of resolution. The following metrics were selected using principal component analysis (PCA): The Clumpiness Index (CLUMPY), patch density (PD), perimeter-area fractal dimension (PAFRAC) and effective mesh size (MESH). Results from our investigations pointed out that hydrocarbon activity increased the fragmentation at the sites. In particular, the CLUMPY index increased in all three landscape units, the average of PD decreased from 60 to 14 patches per 100 hectares, whereas the mean of MESH was quite constant, however, due to oil production, it decreased mainly in the coastal valleys. Finally, the PAFRAC also decreased at sites with oil production, being more evident in the plateau and coastal canyons. As a whole, outputs from our analyses clearly pointed out that the monitoring of landscape fragmentation trends in arid and semi-arid zones can be successfully achieved using metrics derived from satellite spectral information.
