Contribution of Stakeholder Engagement to the Impact of a Health Technology Assessment: An Irish Case Study

Abstract: The HTA informed the decision not to progress with legislation for a national PAD program. Engagement was tailored to ensure that key stakeholders including politicians and the public were informed of the HTA process, the findings, and the advice, thereby maximizing acceptance. Appropriate stakeholder engagement optimizes the impact of HTA.

“…The HTA provoked a strong response from local clinicians and one of the conclusions drawn by the authors is the importance of involving stakeholders in the HTA process in the right way and at the right time. A similar observation is made in the story from Ireland, where Ryan et al (10) describe the vital contributions of stakeholder engagement to the impact of an HTA of automated external defibrillators conducted by the Health Information and Quality Authority (HIQA). The story tells about the role of a robust media management strategy as a crucial part of the HTA process as a means to promote public engagement and understanding of the issues.…”
