Rates of return to sorghum and millet research investments: A meta-analysis

Abstract: Sorghum and millet grow in some of the most heterogeneous and austere agroecologies around the world. These crops are amongst the top five cereal sources of food and feed. Yet, few studies document the impact of sorghum and millet genetic enhancement. The Internal Rate of Return (ROR) is one of the most popular metrics used to measure the economic return on investment on agricultural research and development (R&D). This study conducted a meta-analysis of 59 sorghum and millet ROR estimates obtained from 25 sou… Show more

“…The evidence for Tanzania, Uganda and Ethiopia shows that R & D for sorghum gave a return of between $ 38–59 for every dollar invested, while R & D for finger millet gave a return of $ 48 ( Table 5 ). A systematic review of R & D studies confirms that R & D for sorghum and millets generates high social rates of return ( Zereyesus and Dalton, 2017 ). On the other hand, a rate criterion must always be judged against the absolute value of the returns.…”

“…Sorghum is one of the only crops that has adapted to the changing climate in a world where water is scarce and temperatures are rising, according to model predictions for Sub-Saharan Africa. According to a meta-analysis published by Zereyesus and Dalton [79]; the social returns to sorghum and millet research are positive and large, at over 20% per year.…”

“…Therefore, in a single year, the sorghum research generated nine times its total cumulative cost, and the benefits can reasonably be expected to have continued for many subsequent years. A recent study estimated that the sorghum and millet research sponsored by USAID through INTSORMIL generated an average annual rate of return on investment of 49 percent, based on impacts in the United States and developing countries (Zereyesus & Dalton, 2017). 14 The economic impact estimates presented above are indicative of the domestic economic impact of technologies that spill over from research sponsored by U.S. foreign agricultural assistance, but they are not comprehensive.…”
