Difference is not an epiphenomenon of socio-spatial relations, but a genuine worldmaking driving-force, provided that it is the handling of difference that paves the way to specific interactions that end up shaping society and, ultimately, space. There exists not merely ‘a world of difference’ but a world because, and out of, differences. This article offers a neo-Hegelian analysis of the spatial basis of politico-economic and ethnic-social differences, making use of the striking example of anti-difference violence suffered by indigenous peoples under the hegemony of financial-rentier capitalism. There are two main pillars of socio-spatial difference, ethnicity and class, which co-determine each other and eventually result in hybrid, ethnoclass differences held by all humans and according to their specific and general circumstances. The socio-spatial trajectory of the Guarani-Kaiowa indigenous nation, in the center of Brazil, is emblematic of the dialectical basis of ethnoclass differences, and also of the political potentiality of difference.

Challenges such as globalization and the digital economy are affecting the labor market and causing social exclusion. Thus, the relevance of income policies, which are responsible for the citizens’ financial security, is understood. This study aimed to evaluate the budget expansion of income policies between 1970 and 2019 and verify if there is a crowding-out effect between their budget and public services from 2000 to 2019 in OECD countries. The theoretical framework addressed the welfare state, income policies, budget disputes and austerity, and the crowding-out and crowding-in (complementarity) effects. Methodologically, descriptive and graphical analyses, correlation analyses, Granger causality tests, and GMM system short panel regression were used. The results indicated an expansion of income policy budgets, emphasizing investments in social security and pension systems. Also, a mixed relationship was observed between the acceptance of the crowding-out hypothesis and income policies and public services, with a tendency to exclude public services for expansion in income policies. Limitations were observed due to the lack of some data from the broad database used.

Desafios como a globalização e a economia digital estão afetando o mercado de trabalho e causando exclusões sociais. Assim, entende-se pela relevância das políticas de renda, sendo essas responsáveis pela segurança financeira do cidadão. Nesse inserto, objetivou-se avaliar a expansão orçamentária das políticas de renda, entre 1970 e 2019, além de verificar se há efeito crowding-out (exclusão) entre o orçamento dessas e de serviços públicos, de 2000 a 2019, em países da OCDE. No referencial teórico, abordou-se Estado de bem-estar social, políticas de renda, disputas orçamentárias e austeridade e efeito crowding-out (exclusão) e crowding-in (complementaridade). Metodologicamente, utilizou-se análises descritivas e gráficas, análises de correlação, testes de causalidade de Granger e regressão em painel curto system GMM. Os resultados indicaram expansão dos orçamentos para políticas de renda, com destaque para aplicações em sistemas de previdência e pensão. Ademais, observou-se relação mista entre a aceitação da hipótese de crowding-out entre as políticas de renda e serviços públicos, com tendência de exclusão de serviços públicos para expansão em políticas de renda. Limitações foram observadas pela falta de alguns dados da ampla base utilizada.
