The aim of this study was to understand governance in Muriaé’s (MG) clothing LPA. A qualitative study of descriptive character, supported by case study method, was performed. Additionally, an analytical model for analysis of governance in LPA was proposed based on the following categories: representation, cooperation and coordination. The primary qualitative data were analyzed with support of the NVIVO® software, using the content analysis technique. Governance in the clothing LPA of Muriaé-MG is characterized by expressive representation of the actors, the incipient cooperation and coordination of the companies and the significant operations of most entities that are committed to the development of said LPA. This study expanded the understanding of the theme of governance in LPA due to its detailed consideration of the criteria used for their understanding, regarding the procedures that can be employed to conduct an investigation, which may be adopted in future researches.

No presente trabalho foram analisados os critérios e implicações da cooperação em APLs, por meio da identificação de situações que condicionam a realização de ações conjuntas. Foram realizadas pesquisas bibliográfica, descritiva e documental, tendo como unidade empírica de análise o APL de Vestuário de Muriaé-MG na região sudeste do Brasil. Para tanto, foram utilizados dados qualitativos primários (obtidos a partir das entrevistas semiestruturadas realizadas no mês de julho de 2014) e secundários (CAGED e do Diagnóstico da Indústria do Vestuário de Muriaé e Região 2010), analisados com suporte do software NVIVO<sup>®</sup>, baseando-se na técnica de análise de conteúdo. Considerando-se o tipo de ação conjunta, seu objetivo e o compartilhamento de recursos, os resultados evidenciaram que a cooperação: entre empresas ocorre por meio de ações relativas ao compartilhamento de maquinário; entre entidades acontece por diversas formas de ação conjunta, como capacitação de mão de obra, consultoria tecnológica, divulgação do APL e realização de reuniões; e entre empresas e entidades devido à ação conjunta direcionada à utilização de mão de obra, na qual os atores envolvidos compartilham recursos humanos e informacionais. No que tange aos critérios de análise da cooperação, foram identificadas situações que geram implicações positivas (abrangência, objetivo e recurso compartilhado) e negativas (diversidade, frequência e benefícios) para o desenvolvimento do referido APL. Considera-se que o modelo para análise da cooperação proposto atende às expectativas no que tange à aglutinação de elementos necessários para caracterizá-la, sistematizá-la e compreendê-la no contexto de um APL. A análise realizada permite concluir que a cooperação é incipiente, o que traz implicações negativas para o desenvolvimento do referido APL. Sugere-se que sejam criadas alternativas para fomentar a cooperação entre os atores, é preciso criar condições propícias para a cooperação e conscientização quanto aos benefícios provenientes dessa prática.

The present study analyzes how the relation between the contextual, structural and instrumental dimensions of governance influence the evolution of productive agglomerations in the segment of gems and jewel. Method: Qualitative-descriptive research was, therefore, undertaken, applying the multiple case study method on two clusters. Originality/Relevance: The research fills the gap found in the research on clustering and systems dynamics and with the prospect of obtaining more reliable results on the evolution of the cluster's trajectory. Regarding the systemic view of agglomerations, especially around the topic of governance, there seems to be space for a research that involves multiple variables. Results: In both cases, the existence of natural resources was fundamental for the flow of incentives from the public authorities and the support institutions, and for the definition of scope and cooperation, which resulted in positive results for the participants. Over time, it was seen that the perception of limited collective benefits on the part of the players and the weak coordination resulted in the formation of subgroups, with specific interests. Theoretical/methodological contributions: The study employs a system dynamics approach, that highlights a non-linear relation between elements of a system, since this approach has had limited application in existing studies on the governance dynamics of productive agglomerations. The empirical results confirm the influence of the dimensions of governance on the evolution of the agglomerations, demonstrated by the relationships between the elements that compose them, which can inform the construction of scenarios for designing and anticipating future trajectories of productive agglomerations.
